Leicester City Council (the Authority) is seeking to procure the services of a green spaces management company (the Supplier) for a large scale housing led mixed use development opportunity up of to 3 000 homes to the north of the City. The Authority as principal landowner, promoter and master developer will require the Supplier to take land ownership of future green spaces, to manage and maintenance the land of behalf of future residents in perpetuity. The Authority as principal landowner, promoter and master developer will require the Supplier to take land ownership of future green spaces, to manage and maintenance the land of behalf of future residents in perpetuity. The green spaces serving the development will include, but will not be limited to; parks and gardens, informal green spaces, equipped children’s and young people’s play space, outdoor sports provision, natural green spaces (including woodland, wildlife corridors and other areas of sensitive ecology), allotments and sustainable drainage infrastructure (swales, drainage basins, drainage pipe runs, headwalls, hydro-brakes and other such engineering structures). The Supplier will be required to enter into a long-term collaborative partnership with the Authority as the land promoter to be the nominated green space management company for the entire development and to then negotiate green space management contracts with future developers over the phased delivery of the development. The services of the Supplier will be funded through resident’s service charges for which the Supplier will have a direct contractual relationship. The services of the Supplier will also include; the protection and enhancement of biodiversity, creating opportunities to promote and support healthy living, outdoor education and learning, adding value to local communities, securing funding raising, and development opportunities for community engagement and volunteering.
