Summary of the work The Financial Ombudsman Service is initiating a programme to implement Workday for finance and HR services. The programme manager role is to ensure that delivery is to contract and that the controls, governance, financial tracking, and reporting are clear, effective and accurate. Specialist role Programme manager Expected Contract Length 16 months Latest start date Monday 15 June 2020 Who Speclialist Work With You'll be working with: Internal: HR, Finance, IT and Procurement teams, project team and senior stakeholders including our CIO and HR director External: systems integrator, software provider (Workday). What Specialists Work On The outcome that this role will deliver are: Artefacts to manage SI partners induction to the Service created and register of compliance created (and maintained). Artefacts to manage SI partners delivery (in reference to contract) and schedule of reviews created. Programme Management artefacts created/maintained, including the integrated programme plan in relation to the governance and risk management structures and financial projections. Workday, operational, for the scope specified. Service management artefacts created that govern supplier management/service management for the programme and for the future managed service. Plans for the decommission of the source systems costed and documented (for the scope specified). Skills & Experience • Have demonstrable experience of implementing Workday in similar organisation(s) • Have PMP, APMP or MSP qualification as a minimum • Have experience of leading successful programmes in excess of £5m • Have SI implementation experience • Have strong verbal and written communication skills: communicating in a straightforward and approachable way • Have experience in change programmes • Have experience in working in regulated industries • Have full systems lifecycle experience, including transition to support operations • Be reasonably located within commutable distance of the central office (London) Nice to Haves • Have experience of HR functions and processes • Have experience of Finance functions and processes Work Location London Docklands Working Arrangments Working full time onsite and remotely, alongside Ombudsman employees/teams. Is there a maximum day rate you have in mind for this role please? We are not setting a maximum day rate, we are expecting market rates commensurate with the expected experience for this major programme. 2. Please can you confirm the IR35 status for this task. IR35 not relevant to this contract. We will be contracting with the consultancy not the individual, we would be expecting the individual to be a PAYE employee of the consultancy. 3. Is there a current incumbent? No. 4. Inside or outside IR35? IR35 not relevant to this contract. We will be contracting with the consultancy not the individual, we would be expecting the individual to be a PAYE employee of the consultancy. 5. We are happy to help, but are concerned that one supplier already has a head start, with a job description matching this on job boards from over a week ago, please explain. We are considering both recruitment and contracting with a consultancy firm routes for the delivery of these services. This procurement relates the the consultancy route only. 6. Once working restrictions are eased, is it feasible for the outcomes to be delivered 3 days on-site, 2 days remote? This is something that we can consider, subject to business requirements, meetings...etc 7. Can the individual engage via a Professional services company? i.e a director who is on PAYE but also receives dividens? Yes, but to emphasise that the contract would be with the Professional Services company, not the individual. Any risk and/or liabilities lay with the Professional Services company. 8. Will the successful specialist be subject to a credit check as part of the onboarding process? We would expect the consultancy to firm to carry out necessary checks on their employees. 9. Please provide a few points about your planned Evaluation Criteria of the initial DOS responses Evaluation will be carried out as per the Digital Outcomes and Specialists framework evaluation methodology, suppliers that meet the mandatory requirements will be assessed on: -Technical competence, for example how well the supplier’s skills or proposal meet our needs-Cultural fit, for example how the supplier will work in your organisation-Price of the proposal 10. Please, could you provide few details of the project stage.1)Is it in the initial stage of requirement gathering ? 2)Does the resource need to involve in the business analysis, design, architecture etc? 3)We understand there is no team on workday yet. Workday Launch is the ‘quick’ implementation methodology.4) Who is the SI ?5) What are the current incumbent systems in place ? 1) We’re coming to the end of an HR transformation programme, and this is the final project.2) This is something we are considering but no decision is made, it will depend on cost and utility.3) We are not using Workday Launch4) Not yet known.5) In scope systems have not fully been decided.
