Reading Borough Council is seeking expressions of interest from organisations that are able to provide integrated parking and kerbside management services (including on and off-street civil parking enforcement and notice processing) as well as associated IT and equipment. Reading Borough Council is seeking expressions of interest from organisations that are able to provide integrated parking and kerbside management services (including on and off-street civil parking enforcement and notice processing) as well as associated IT and equipment. The fully integrated parking services will include: ­ — provision of all aspects of on and off-street enforcement ­ — bus lane enforcement (unattended) ­ — mobile ANPR enforcement ­ — other Urban Vehicle Access Regulations (UVAR) enforcement that the Council may choose to implement during the life of the contract (e.g. controls related to emissions) ­ — back office administration and notice processing functions ­ — document management ­ — permit management (including issuing) ­ — provision and management of associated ICT and other systems to support the operation ­ — cashless parking systems (pay by app) and associated services ­ — secure cash collection, counting and the banking of all monies from pay and display machines, ­ — maintenance of pay and display machines and future supply and installation. The Council may also choose to include the following services within the contract: ­ — vehicle clamping, vehicle removal, vehicle pound operation and all associated services ­ — installation and repair of signs and lines related to parking and kerbside management. The scope of services will include the provision of all necessary equipment (including hardware, software and communication systems), web-based hosting arrangements, stationary, premises and vehicles required to undertake the above functions. The Council intends to extend the scope of services during the term of the contract term to include the systems, staffing and procedures required to operate a fully digitized parking management service, including the introduction of innovative new technology and solutions to enhance or improve the parking and kerbside management services.
