Tender description

The project will establish a Phase 1 University Campus in Peterborough, for up to 2 000 students by September 2022, with a curriculum and delivery model that is designed to meet the skills needs that growth in the Greater Peterborough business base will generate. This vehicle for increasing the supply of HE skills into the workforce is a key component of the Local Industrial Strategy (LIS) and achieving a doubling of GVA in the CPCA economy as a whole. The wider vision of the project is to set up an independent University in Peterborough and the associated brand and to create an institution which reflects the needs and resonates with the aspirations of, the local population and local businesses. This tender process is for the design and construction of a development that provides circa 5 300 m2 of HE facilities with a mixture of teaching spaces, ICT teaching spaces, skills laboratory spaces, lecture theatre facilities, breakout spaces, library space, meeting spaces, staff offices, food and beverage offering and external car park with associated landscaping. It is anticipated that the contract sum is in the order of GBP 15-20 m +VAT and the facility must be operational and teaching by 29 August 2022. This procurement is for the a two-stage D&B contract for the construction of Phase 1 of a new University in Peterborough. The project is currently designed to RIBA stage three and this procurement is seeking a contractor to initially work with the client under a pre-construction service agreement to finalise the design and scope out and costs the various works packages prior to the award of a JCT D&B 2016 contract (with client amendments). The intention is to novate the current designers to the contract at the award of the second stage of the project. The contract is based on the ‘build to cost’ (GBP 19 000 000 + VAT) principle and is governed by a fixed competition date.
