Tender description
The ICT Framework will support the 6 Regional FE Colleges in the delivery of minor works projects. 3 Regional single operator Framework Agreements will be established to take forward the delivery of minor works projects (up to GBP 500 000) using an established NEC4 Measured Term Framework. The 3 Regions are: North - Northern Regional College (NRC) and North West Regional College (NWRC); Central - Belfast Metropolitan College (BMC) and South Eastern Regional College (SERC); South - Southern Regional College (SRC) and South West College (SWC). The Framework Agreements will be for a period of 4 years with a break clause at the end of Year 3 which may be exercised at the Contracting Authority’s discretion. The Integrated Consultant Teams (ICTs) will work with the Estate Department in each of the 6 regional Colleges to deliver professional services for minor works projects to include – Quantity Surveying Services, Project Management & Design Services, Cost Management Services, Architectural Services, Civil and Structural Engineering Services and Mechanical and Electrical Engineering Services. 3 regional single operator professional construction consultancy and full design team services Framework Agreements are to be established to take forward the delivery of minor works projects (up to GBP 500 000) using an established NEC4 Measured Term Framework. Economic Operators will be subject to performance monitoring and may be temporarily suspended from being able to participate in the Framework Agreement or may be terminated from the Framework Agreement. Step-in clauses may be used, in accordance with the conditions of the Framework Agreement, to award a call-off to an Economic Operator appointed to another Lot, if the Economic Operator designated to a particular Lot is not performing satisfactorily. There is no guarantee that a Framework Agreement will be put in-place as a result of this competition. Furthermore, there is no guarantee that any contracts will be awarded under any resulting Framework Agreement. No compensation will be paid in the event that the Framework Agreement is not concluded and or the level of contracts awarded under the Framework Agreement is not as anticipated by the winning Economic Operators.
