Tender description

The Council has a statutory requirement to manage and deliver waste disposal services for the residents of Wolverhampton by means of either kerbside collections or the use of the cities Household Waste and Recycling Centres (HWRC). These services will also allow the Council to deliver waste services to Wolverhampton Homes as required. The requirement is split into lots, each of which will commence service on the 1.4.2020. The contract will be for an initial 4-year period with an option to extend for 1 additional period of 2 years. The contract will be reviewed in year 3 to allow the Council to identify the service needs and requirements and decide if the further 2-year extension is required. Should contracts not be extended the Council will retender for those lots. The Council requires a suitable provider for the provision of a landfill site for tipping of waste materials that are unsuitable for incineration or recycling (e.g. soil, rubble and bulky items which cannot be recycled). The Council requires a suitable provider for the provision of a general waste tipping site to extract recyclable materials (e.g. paper, cardboard and corrugated materials) before nonrecyclable waste is incinerated, directed to landfill or used in the production of refuse derived fuel (RDF). The Council requires a suitable provider for the provision of a site for tipping garden waste that will be suitable for composting. The Council requires a suitable provider for the provision of a site for dry mixed recycling (DMR) that has been collected from kerbside residential collections and trade waste customers. Materials collected include paper, cardboard, glass, metal and plastics. The Council requires a suitable provider for the provision of a site for wood and chipboard waste suitable for recycling or reprocessing. The Council requires a suitable provider for the provision of a site for mattresses collected at HWRC’s to be recycled. The metal element is removed for re-use and remaining materials diverted from landfill for use in refuse diverted fuel (RDF). The Council requires a suitable provider for the provision of a site to process scrap metal collected at the Council’s HWRC’s which has a commodity value and is sold on. The income received from resale is returned to the Council. The Council requires the provision of a site to accept and process rubble waste collected at the Council’s HWRC’s and to divert from landfill. The rubble will be broken-up for reuse in highways and aggregates. The Council requires the provision of a site to accept and process plasterboard waste collected at the HWRC’s to divert from landfill. The plasterboard will be 100 % recycled.
