Hertfordshire County Council (the ‘Council’) is carrying out Pre-Procurement Market Engagement (‘PPME’) in relation to future disposal and/or treatment of residual local authority collected waste. The Council would like to gain insight into how potential service providers would prefer to approach the delivery of the service, provide an indication of the likely level of interest in a future tender opportunity and assist the Council’s assessment of available options. The Council will consider the feedback received to help inform the Council’s decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process. Participation or non-participation in the PPME shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the PPME shall place any supplier at an advantage in a potential procurement process. Participation in the PPME will be at each organisation’s own cost. No expense in responding to this PPME will be reimbursed by the Council. Please make sure that you have submitted your supplier questionnaire following the instructions above. The Council will not be held accountable for any errors made by an organisation in submitting their supplier questionnaire. Monday to Friday 8:30 a.m. – 5.30 p.m. The Council is conducting market consultation in its capacity as the waste disposal authority for Hertfordshire and to inform future democratic decision-making process in the future disposal and/or treatment of residual local authority collected waste. Contracts for the treatment/disposal of residual local authority collected waste are in place up until March 2023, with a potential one year extension to 2024. The Council is genuinely interested in engaging with the market with a view to understanding possible options for the disposal and/or treatment of residual local authority collected waste and preparing for a future procurement. Information obtained through this consultation process will help inform the assessment of the options available to the Council for the disposal and/or treatment of residual local authority collected waste. The assessment of the options available will be presented to members through the democratic decision-making process. Participation or non-participation in the pre-procurement market consultation exercise shall not prevent any service provider participating in any future procurement nor is it intended that any information supplied as part of the pre-procurement market consultation process shall place any service provider at an advantage in the proposed procurement process.
