Tender description

As part of its role as NDA’s Low Level Waste management contractor, LLWR is leading the implementation of the UK Strategy for the management of solid low level radioactive waste from the nuclear industry through the national waste programme for lower activity wastes. The core objective is to implement the waste management hierarchy to prolong the life of the low level waste repository. At the heart of LLWR’s mission is the provision of services that provide alternative options to waste producers to preserve the capacity at the repository. The waste services contract (WSC) allows customers to access LLWR’s suite of waste and logistic services. The planned expert support and alternative treatment procurement will deliver a 4-year multi-supplier, multi-lot framework agreement. Suppliers will enter into the framework with LLWR. LLWR’s customers can utilise the framework services via the WSC with LLWR. LLWR intends to hold a supplier engagement event for this tender (see Section VI). The proposed scope is: Lot 1: Expert support for packaging SQE support and inspections (anticipated 1 supplier) — off-site inspections of containers e.g. at customer sites, — approved continuous examination programme (ACEP) inspections, — on-site maintenance inspections, — readiness reviews, — manufacturer inspections. The proposed scope is: Lot 2: Expert support for packaging licensing (anticipated 1 supplier) — production of new and existing packaging design safety reports, — delivery of licences for new and existing packages, — production of transportation documentation i.e. waste loading plans, — technical assistance with the manufacture and/or modification of nuclear licensed packages. The proposed scope is: Lot 3: Expert support for the full lifecycle radioactive waste management (anticipated 3 suppliers) — production of reports, strategy documents, technical analyses, engineering support, safety cases, best available technique (BAT)/best practicable means (BPM), — delivery of decision making support and optioneering, — provide onsite technical and/or practical support for various stages of radioactive waste management activities throughout the waste lifecycle, including but not limited to planning/strategy through to de-planting and downstream management, — provide desk top studies to identify potential new treatment solutions, including but not limited to provision of reports identifying the full lifecycle requirements, — onsite project/programme management for larger complex jobs with knowledge of CDM regulations. The proposed scope is: Lot 4: Alternative treatment solutions (anticipated 1 supplier) — to provide access to market for the identification, exploration and implementation of new and alternative treatment solutions for radioactive waste management, including but not limited to: — problematic waste streams, — other complex waste streams, — delivery of trials (including development of methodologies, desk top studies, commissioning and delivery), — solution deployment, — in addition, there may be a requirement to manage delivery of specialist treatment trials, projects, and ongoing service by supporting safety case development and support for new or amendments to permits and other regulatory aspects.
