Tender description

This is a call for competition. NHS Midlands & Lancashire Commissioning Support Unit (ML CSU) on behalf of NHS Worcestershire Clinical Commissioning Groups (NHS WCCGs); South Worcestershire CCG, Wyre Forest CCG and Redditch & Bromsgrove CCG are commissioning an End of Life Service in Designated Care Homes across Worcestershire. The Commissioners wish to receive responses to the Invitation to Tender (ITT) from suitably qualified and experienced Providers with the necessary capacity and capability (or a demonstrable ability to provide the necessary capacity and capability) to provide the range of services required. The aim of the service is to provide personalised care, delegated by a Registered Nurse supported by wider MDT and palliative care services as appropriate, responding to the need of the patient and family members. The objectives and expected outcomes are: • Provide consistent high-quality end of life care to patients and family members, by staff that have received end of life care training. • Enable patients at end of life to be cared for in a nursing home if that is their preferred place of care until the end of their life. • Prevent avoidable admissions and readmissions to acute hospital care and to ensure good communication and a shared understanding of the patient's needs and care amongst health care practitioners. • Enable rapid (same day) discharge from the acute hospitals for patients at the end of life • Support integrated teams by providing rapidly accessible care to patients at the end of life for patients cared for in a community setting. • Remove the current requirement for families to locate and view a Nursing home of their choice. • To deliver placements that is efficient, reliable and cost effective. The Contract shall be for a term of two (2) years from the Service start date with the possibility of extending the term by another 12 months beyond the initial contracted term at Commissioners' request. The service will be commissioned via an open procurement process advertised to all providers which is proportionate to the value and complexity of the service and contract. The ITT will be live on the 8th January 2020 on M&L CSU Bravo portal (see below) and it will have a deadline for submissions of 13:00 on the 10th February 2020. Clarifications may be asked during the procurement process up to a week before the ITT deadline, i.e. the deadline for submitting clarification questions on the tender is 17:00 5th February 2020.
