Tender description

1. GENERAL The Health Research Board (HRB) is the lead agency supporting and funding health research in Ireland. It has a key role in building capacity for research, creating opportunities for researchers, driving translation of discoveries into practice and providing solid evidence to support policy. It also manages five health information systems in the areas of alcohol and drug use, disability and mental health and generates evidence for health policy. The HRB has approximately 65 staff, an annual budget in excess of €40m and manages a research investment portfolio of €200m. It is funded mainly by the Department of Health and board members are appointed by the Minister for Health. www.hrb.ie The HRB have budgeted €35,000 per annum for this service. 2. THE SERVICES The HRB invites tenders for the provision of general legal services both on and off site for an initial two-year period commencing on the date of appointment. The selected tenderer will be required to • have a named legally qualified representative on site (staff nominated) at the HRB’s premises for one day per week from 9.30am to 5.30pm for the duration of the contract and • make the staff nominated available to the HRB to provide block of up to 160 hours per annum that may be drawn down at the HRB’s request at a the hourly rate specified in the tender submission (One day on site will equate to seven hours off-site ). The staff nominated will be required to respond by e-mail to matters sent to him/her off-site within one working day of receipt of the query. The e-mail will provide a response to the query or a time at which the query will be answered and the number of hours necessary to generate the response. The staff nominated will assist the HRB in carrying out its statutory functions through the provision of legal advice and assistance on a range of matters relating to the HRB’s functions.
