Tender description

AG CSU on behalf of NHS England and NHS Improvement (health and justice – Midlands Region) invited suitably qualified and experienced providers to submit their bids for a procurement which was carried out to select a service provider for providing a liaison and diversion (L&D) service in Lincolnshire. NHS England acted as the contracting and commissioning authority. The tender was advertised with an estimated contract value as below: 1) Approximately 870 000 GBP for the first year of service including a maximum contribution of 70 000 GBP for the one of mobilisation cost (excluding V.A.T.); 2) Approximately 800 000 GBP per annum for the subsequent years (excluding V.A.T.). Contract duration: The tender was advertised with a contract duration of 4 years + 1 + 1 (2 x 1-year possible extension subject to annual reviews) = 6 years. Service commencement: The service provision will commence from 1.4.2020. Detailed requirements for this procurement were provided in the tender documents at the time of tender publication and were openly made available to all interested parties over the internet. In brief, objectives and scope for the procurement as followed: Key objectives of the procurement were: — to commission an outcome based all age, flexible, high-quality and integrated liaison and diversion (L&D) service that meets the needs of the Lincolnshire region, from the most economically advantageous bidders, — to find a provider who will be able to work effectively and in partnership with all stakeholders; including various offender managing authorities such as police, judicial authorities (such as courts) and most importantly the offenders, — to find a provider who will be able to deliver a high-quality L&D service for the population of Lincolnshire. Scope of services were: The selected L&D service provider(s) would provide: — case identification, — secondary screening/triage, — assessment, including specialist assessment.
