Edinburgh Health and Social Care Partnership (EHSCP) and the Edinburgh Integration Joint Board (EIJB) would like to invite proposals for community adult mental health and well-being services and support for across the city, as part of Thrive Edinburgh strategy for mental health and well-being. The aim will be to deliver a range of services and programmes to support the delivery of the Thrive Welcome Team and the Thrive Collective. This service is for Lot 1: The Thrive Welcome Team and the commissioning of the Thrive Welcome Team support workers and Peer workers. As part of the Thrive model we embrace collaborative working to ensure we meet the needs and aspirations of our communities and ensure people get the help they need. The Thrive Welcome workers and peer workers will be commissioned as part of this process. They will work as part of the multi-agency and multi-disciplinary teams. The Thrive Locality Team as part of the Thrive Collective which is the commissioning of emotional, psychological and social support within localities across Edinburgh. As part of the Locality Teams, the Thrive Collective will provide a range of emotional, psychological and social support which should reflect and respond to the needs of the locality’s population. As part of the Thrive model, we embrace collaborative working to ensure we meet the needs and aspirations of our communities and ensure people get the help they need. This service specification is for Lot 3: Places and spaces as part of the Thrive Collective and is to provide safe places and spaces for people to connect with others and to engage in meaningful and purposeful activities. To help prevent loneliness and isolation in Edinburgh we want to commission places and spaces to give people somewhere to go, to connect with others and to engage in meaningful and purposeful activities. Lot 4: Physical activity and greenspaces as part of the Thrive Collective and is to maximise the use of our community assets through promoting a range of physical activity and making use of green space for health benefit. The Council recognises that people will want easy access to the services and programme and greenspaces at different times and in different places and therefore there needs to be a range. Providers should evidence their flexibility and access to spaces and places to facilitate this. Lot 5: Thrive arts and creativity as part of the Thrive Collective and is to support the delivery of our year long arts programme ‘A Sense of Belonging Arts Programme’ through administering the grants programme and maximising the city’s cultural assets. We would expect this proposal to deliver the ‘Out of Sight, Out of Mind’ annual exhibition which in 2019 exhibited more than 400 pieces of art from people with lived experience of poor mental health. The exhibition itself attracts over 2 000 visitors annually. We would expect this proposal to administer an annual grant grants programme of 25 000 GBP to support partners and individual artists to participate in the annual Scottish Mental Health Arts Festival which takes place in May annually and other opportunities to engage in arts throughout the year. Lot 6: Peer community of practice as part of the Thrive Collective and is to create a community of practice to support development of peer workers and peer work across the city. We are inviting proposals to create a community of practice to support the professional development of paid peer workers in the city; enhance opportunities for peer volunteering and contribute to the Learn programme. Lot 7: Thrive Service — user led research as part of the Thrive Collective and is to ensure there are increased opportunities for service user led research which reflect the priorities identified by the Thrive Partnership. Edinburgh has build a strong foundation of user led research and we want to build on this through supporting further service user led research with a specific focus on: eating disorders; BAME communities’ access to mental health support and young parents. Lot 8: Thrive Carers support as part of the Thrive Collective and is to support carers as new services are developed. We recognise the contribution and importance of carers within the design and delivery of our services and support and the importance of having them actively involved in the co-design and co-delivery. Lot 9: Thrive Service user led support groups as part of the Thrive Collective and is to support peer led self help/support groups for people with mental health conditions. We would like to build capacity in Edinburgh for groups and would like to commission organisation/s to facilitate such groups and find innovative ways to reach their populations.
