Tender description

The purpose of this contract is to set out the services by which the successful tenderer will deliver energy portfolio management, supplier procurement, and energy consultation services for the London Borough of Merton (LBM). Broadly the portfolio management services will involve purchasing electricity and gas on the whole sale market on behalf of LBM in order to meet the demand of the its portfolio of buildings. Within the delivery of these services there are a number of objectives: — obtaining electricity and gas from the market in the most cost effective manner, — to work with LBM to develop a purchasing (risk) strategy appropriate to its corporate goals and strategies, — protecting LBM from market volatility, — ensuring key staff at LBM are kept up-to-date of market news and developments, — ensuring volumes are purchased in line with the London Borough of Merton’s consumption and risk profile, — ensuring flexibility in LBMs purchasing strategy in order to efficiently integrate new sites and buildings into the portfolio or enable the disposal of sites leaving the portfolio, — appointment of energy suppliers to meet LBMs cost and service quality objectives, — liaising with the appointed suppliers during the early stages of the contract to ensure smooth transitions to the new arrangements, — providing knowledge and expertise to assist LBM in assessment and delivery of projects in order to meet its targets related to the declaration of a climate emergency, — to provide a source of market knowledge and experience to LBM staff in order to inform strategic planning and decision making.
