Why the Work is Being Done The Department for International Development (DFID) is the UK ministry responsible for delivering the UK’s commitment to ending extreme poverty. DFID is reviewing its operating model and the use of data is seen as a key factor in improving the effectiveness of the organisation. Assessing our current data maturity across a range of dimensions is key to building a data strategy. Problem to Be Solved DFID wishes to assess its data maturity to help define short-medium- and long-term data strategy. The DFID Operating Model Review has highlighted that digital and data are essential to an effective and efficient organisation. There is a strong need for better data that is better used to support decision making in DFID. DFID has well-defined internal line of business systems with associated datasets, although there are some data architecture challenges to be addressed. DFID relies on data from delivery partners to monitor impact. The organisation has a significant number of data professionals (data architects, data engineers, data scientists, statisticians, economists, evaluation professionals, data analysts) although these professionals all operate in different parts of the organisation. Responsibility for data is also distributed throughout the organisation, and there are potential gaps in policy, inconsistencies in the approach to similar problems, or indeed duplicate activities.   There is an opportunity to be much better joined up while still maintaining the strength of the varied perspectives provided by a distributed matrix, and that aligns with DFID’s revised operating model. Who Are the Users Data is used by a wide range of users across DFID to support the key operations of the department in the following areas: Aid programme management People management Financial management Commercial management Partner co-ordination Results Context The Director General for Corporate Performance is the senior sponsor for this work. Early Market Engagement Work Already Done The Operating Model work has defined the data landscape and set out draft objectives for data over the next 3-5 years. This has Board-level support. DFID have recently strengthened the senior data leadership team by creating new roles for Head of Data and Chief Data Architect roles. Existing Team Key stakeholders involved in this review will be Head of Data for Effective Development Chief Data Architect Head of Aid Management Service Chief Information Officer Head of Evaluation Department Chief Statistician Plus other senior stakeholders across the business. Current Phase Discovery Work Location Department for International Development, Abercrombie House, Eaglesham Road, East Kilbride G75 8EA Working Arrangments The team will need to spend significant time in DFID’s Headquarters offices in both Abercrombie House and 22 Whitehall, in order to meet and interview key stakeholders or to run workshops. The team can use DFID’s conferencing facilities to interview staff based overseas. Other work can be carried out off-site if required. Security Clearance All staff should have Baseline Personnel Security Standard (BPSS) clearance, involving identity checks, criminal record checks and references.
