Summary of the work Building and supporting us with Alpha, then building a new live Beta Wagtail CMS based website for NHS England and NHS Improvement. The hosting for the site will need to be within NHS England and NHS Improvements Azure tenancy. Must provide 24/7 uptime support and running. Expected Contract Length 2 years Latest start date Monday 10 February 2020 Budget Range £400,000 to be capped over two years (time and materials). This consists of 2 Phases, Alpha and Beta, Beta will only commence on successful completion of the Alpha Phase. Why the Work is Being Done NHS England and NHS Improvement are working together as a single organisation to better support the NHS to deliver improved care for patients. They require a joint website to meet the needs of their combined users. Problem to Be Solved Based on the outcomes of the discovery project (due January 2020), starting with building an Alpha, then build a live Beta new wagtail CMS based website for NHS England and NHS Improvement. Existing content will need to be accessible, so part of the project is to provide an elegant solution to this. The hosting for the site will need to be within NHS England and Improvements Azure tenancy, but as mentioned above will need to work with their existing websites (one currently in AWS and another in Azure). Part of the tender is to provide 24/7 uptime support and have resilience (multiple instances / CDN). The winning bidder will also need to provide costings of a future development roadmap and a plan to move from alpha to live. Who Are the Users NHS England and NHS Improvement deliver services and information to the entire NHS, members of the public, charities, parliament, the media, research, as well as many other groups. Early Market Engagement Discovery project in progress, for completion January 2020 Work Already Done Both current websites are live versions. The latest discovery findings and conclusions will be shared with the selected supplier. Existing Team NHS England and NHS Improvement will work with the winning bidder to enable the Azure platform. Existing suppliers may need to be engaged with to complete the project. Current Phase Discovery Skills & Experience • Demonstrable evidence of working with and developing (font and back end) websites with both Wagtail and WordPress CMS and their databases • Demonstrable evidence of working with AWS and Azure hosting environments • Evidence of working with large public sector clients and in particular the NHS • Evidence of agile working • Evidence of passing GDS service assessments Nice to Haves • Demonstrable knowledge of NHS England and NHS Improvement • Knowledge of NHS Service Design Work Location NHS England, Quarry House, Quarry Hill, Leeds LS2 7UE NHS Improvement, Wellington House, 133-155 Waterloo Road, London SE1 8UG Members of the Supplier team shall be on-site as required and agreed with the Head of Digital Communications. Remote working will be assumed except for agreed activity such as Show and Tells. Some travel to other NHS E&I offices, NHS trust sites and other stakeholders may be required. Working Arrangments The project must be run to agile methodology. The supplier team will be responsible for project managing and delivering the project, reporting into the Digital Service Owner. The supplier team will host agile ceremonies (daily Stand-ups, regular Show-&-Tell reviews, Retrospective and Sprint planning) which will be mandatory for the Supplier staff/team. Is the budget inclusive or exclusive of VAT? The budget is exclusive VAT 2. Does the supplier have to be ISO27001-certified? We would prefer, but an equivalent certification will be take into consideration 3. Are you able to please share a summary of the discovery findings with suppliers, for the purposes of preparing our bids? This will be passed to the successful bidders after the initial down selection. 4. Can you please outline your timeline for the additional assessment, following shortlisting? We are aiming to have supplier presentation date week commencing 10th February.
