Welwyn Hatfield Borough Council (hereinafter referred to as the Council) is embarking on a project to redevelop Tewin Road Depot The site is currently utilised by the Council as a streetscene depot (including waste collection, cleansing and grounds maintenance across the borough). The Council in collaboration with Hertfordshire County Council are seeking to redevelop the site and replace the Cole Green Household Waste Recycling Centre currently located close to the borough. The streetscene contractors will need to operate out of the depot during the works and the successful contractor will need to develop a phasing plan with the interested parties to enable this to happen. Welwyn Hatfield Borough Council (hereinafter referred to as the Council) is embarking on a project to redevelop Tewin Road Depot The site is currently utilised by the Council as a streetscene depot (including waste collection, cleansing and grounds maintenance across the borough). The Council in collaboration with Hertfordshire County Council are seeking to redevelop the site and replace the Cole Green Household Waste Recycling Centre currently located close to the borough. The streetscene contractors will need to operate out of the depot during the works and the successful contractor will need to develop a phasing plan with the interested parties to enable this to happen. This redevelopment includes: • modernising and replacing most of the existing buildings and facilities on site with upgraded infrastructure; • re-surfacing the site; • the construction of a new split level HWRC for public and small scale commercial use, including: — a re-use centre, — a weighbridge; • the erection of the following within the depot, for operational and staff use: — vehicle wash, — vehicle workshop, — two-storey car park, — upgraded material bays; and • the inclusion of staff, operational vehicle and public parking where appropriate across the site. A two stage procurement process is being adopted. The successful bidder will be selected in accordance with the evaluation criteria contained within this invitation to tender (where the Bidders are requested to provide priced Preliminaries and Pre-construction Design and other Services, overheads and profit). The contractor would be appointed at the end of the first stage process and be required to enter into a ‘Pre-construction Service Agreement’ and be required to undertake the services detailed in the Pre-construction Service Schedule. At the end of this stage one the Council will have the option to either: (a) continue with the contractor and enter into a JCT2016 design and build contract (as contained with this tender pack); or (b) not continue with the contractor without any further liabilities to the contractor. If the Council opts to for option 2.3b (above) then the Council may use the information (including any designs and other technical information) to issue to the market place to secure further tenders for stage 2 of the scheme the Council is not considering novation of the existing designers, so for the purpose of this tender, contractors should price for their own design team to complete the design duties set out in the pre-construction services schedule.
