Tender description

UK SBS on behalf of South Tees Site Company Ltd (STSC) wishes to establish a contract for a Mobile CCTV Response Unit including operatives to operate at the site in Redcar. This flexible mobile solution needs to deliver the highest productivity at the lowest operational cost by combining fixed patrol routes and targeted operations, with video analytics to automatically capture accurate video evidence. It will also be used to capture and report environmental offences such as fly-tipping, as well as site safety and crime prevention activities, in-line with our Site Security Policy. UK SBS is managing this procurement process in accordance with the Public Contracts Regulations 2015 (as may be amended from time to time), (the ‘Regulations’). This is a services contract being procured under the OJEU Open Procedure Regulations. See section I.3) for access to procurement documentation. Scope The scope includes our requirements for a fully managed service. This flexible mobile solution needs to deliver the highest productivity at the lowest operational cost by combining fixed patrol routes and targeted operations, with video analytics to automatically capture accurate video evidence. It will also be used to capture and report environmental offences such as fly-tipping, as well as site safety and crime prevention activities, in-line with our Site Security Policy. The site has been broken into protection zones; the mobile unit will patrol each area (Appendix C: zone map), as directed by client’s requirements. CCTV — Mobile response Unit plus driver, operator. (7 Days per week — 168 hrs). To supply mobile CCTV response vehicle to the STSC site with trained drivers/operators. The vehicle should be diesel engine. • one mobile response unit during dayshift 5.00 till 17.00 including driver/operator, • one mobile response unit during nightshift 17.00 till 5.00 including driver/operator. Specification CCTV: • full digital recording ability, • high specification PTZ and fixed cameras, • full 360 degree infrared lighting for dark environment and night time operation, • capability to be continually deployed for minimum of 11 hour period, devoid of the requirement to recharge batteries from mains power, • telephone and data connectivity, • recording facilities from system to memory stick, • PA system allowing for announcements, • SIA licensed operators with full clean driving licences. The supplier shall ensure that the following are provided upon delivery of the vehicle: • manufacturer’s vehicle handbooks, • service log book (or link to electronic copy), • valid road fund licence in place, which is to be valid for 12 months, • driver pack including but not limited to driver information guide, containing the driver support services, contact number for breakdown, • RAMS for operation. The system will prevent, detect crime, deter antisocial behaviour, while monitoring and improving site safety. All waste generated must be removed by the contractor for example tyres changed on equipment — old tyres must be removed from site by the contractor.
