Provision of Human Rights Assessor

Tender description

Human rights expert(s) to advise and assist the Authority on how it performs its functions in assessing compliance by the Garda Síochána with its human rights obligations. This will include, - advising and assisting the Authority on enhancing and developing its human rights monitoring framework appropriate to the Irish context; - providing information to populate a database of key human rights articles, provisions and rulings within a range policing themes selected by the Authority; - performing at least two thematic assessments on the Garda Síochána’s human rights compliance and performance; - conducting a review of the Garda Síochána’s Code of Ethics and making recommendations should any revisions be required to better incorporate any additional human rights considerations; - developing the internal competency of the Authority to monitor and assess human rights compliance, and; - assisting the Authority with the development and roll out of education materials and events, public engagement and promotion of human rights as it relates to policing.
