Tender description

IWDG are a marine conservation NGO and registered charity, dedicated to conservation and protection of whales, dolphins and porpoises in Irish waters. They carry out monitoring, research, education and awareness programs. They carry out photo-id projects and acoustic monitoring to get a better understanding of the ecology, distribution and status of the 25 species recorded so far in Irish Waters. The sightings and strandings officers manage the recording scheme via an online web interface to the records database. This project is to develop and deploy a phone app for both IOS and Android which will allow an observer to record data associated with a sighting of a whale, dolphin or porpoise or to record a stranded animal, either alive or dead. Main options are: o Report a Sighting o Report a Stranding o View my Sightings o View my Strandings Reference data may also be displayed such as a helper button or info symbol for Beaufort Scale and Sea State. This app will be usable in both offline and online mode with an auto-sync option when connectivity is available. This tender forms part of a Leader application, therefore the award of a contract depends on approval for the Leader program. The indicative budget is €30,000 including VAT, but the price is not the only determinant in the decision to award the contract and all quotes will be considered.
