Highways England has a core purpose to operate, maintain and improve England’s motorways and major A roads. In addition, Highways England is required by the secretary of state to deliver certain functions and responsibilities as set out in various protocols. The Historical Railways Estate (HRE) includes former railway structures, including a few parcels of associated land, in England, Scotland and Wales and is the subject of section 5 of the Protocol Agreement (1). The requirements of the Highways England’s Historic Railways Estate (HRE) Team are currently delivered through three contracts, these can be defined as: professional services, works and examination. This contract notice is for professional services. The services to be provided under this contract will include, but are not limited to, the following activities: obtain permissions, licenses and consents from environmental, heritage and planning authorities and regulatory bodies in England, Wales and Scotland, consult with legal representatives, utility companies, developers and members of the public, benchmarking against other Public and Private sector organisations, working in partnership with the Highways England and its suppliers, ensuring compliance with legislative requirements, arranging and attending monthly meetings, recording minutes and providing monthly progress reports, scour assessments, bridge assessments, management of abnormal loads, Historic railway structure design to include bridge infilling, bridge propping, tunnel repairs, bridge demolition and viaduct repairs. The Consultant may also be asked to provide estates management services during the contract, scope details will be provided when and if such services are required. The estates tasks could include the following activities: disposal (includes letting or other commercial arrangements) of freehold and leasehold property, rent reviews, lease renewals, Landlord and Tenant issues including Landlord consents, service charges and claims, rating support services, strategic advice, including the preparation and development of an estate strategy, valuations, planning, building surveying services, general advice on estate and property management including strategy, way-leaves and easements, other neighbourly matters, health and safety advisory services, environmental advisory services, agricultural land management advisory services, deal with trespass and encroachment issues on the HRE estate, rent invoicing and collection.
