2 000 000 LSE currently has a hosted PBX IP telephony system using Polycom IP phones. We are looking to procure a new telephony platform that uses our Microsoft Teams environment as the front end for the users. We are wanting to incorporate a calling plan for UK calling and in some instances international calling plans. The current expenditure is between GBP 300 000-500 000 per year. LSE employs circa 3 000 staff, but due to lines needed for lifts etc we have in the region of 3 700 telephone connections/lines. LSE wishes to make the contract award subject to running a successful proof of concept and pilot for the potential telephony solution. Should the proof of concept or pilot not be successful LSE would offer the contract award subject to running a successful pilot to the next best bidder. Please respond by close of business on Friday 1 May 2020. In accordance with the Judicial review decision C-380/98 R. v HM Treasury ex p. University of Cambridge [2001], less than 50 % of LSE income derives from public funding. LSE has taken the decision to opt out of the Public Contracts Regulations 2015 and this procurement process should be considered as a non-compliant procurement procedure in respect of said regulations.
