Tender description

Highways England is a Government company charged with operating, maintaining and improving England’s motorways and major A roads, including modernising and maintaining the highways in England. Highways England is procuring two framework agreements (in 2 lots) to provide a stopped vehicle detection (SVD) solution to detect individual stopped vehicles in live lanes on smart motorways all lane running sections of the Strategic Road Network (SRN) motorways in England. The SVD solution must enable early intervention and the setting of road signals that notify road users of the presence of the stopped vehicle. Lot 1 relates to the provision of a scanning radar solution as further described below. Lot 2 relates to the provision of technology solutions as further described below. Highways England requires a Stopped Vehicle Detection (SVD) solution to detect stopped/stationary vehicles in live lanes on all lane running sections (ALR) of the Strategic Road Network (SRN) in England. The SVD solution must alert Highways England’s Regional Control Centres (RCC)/Regional Operations Centres (ROC) to the stopped/stationary vehicle. The technical requirements are provided in the service requirements at schedule 2 (service requirements and service provider service solution) of the framework agreement Highways England will procure a framework of two distinct lots for the procurement of a SVD solution. Each lot will require service provider capability to supply, support installation, complete commissioning and provide on-going warranty and support The framework will support Highways England’s objective to improve road user safety, further increasing customer confidence in smart motorways. This approach will support Highways England objectives to ensure the strategic road network is: • free-flowing; • safe and serviceable; • accessible and integrated. The framework agreement for lot 1 will be a single supplier agreement to provide a scanning radar solution: Lot 1 features: • immediate requirements for the supply and commissioning of a scanning radar solution on the Strategic Road Network (SRN) that meets Highways England Technical Requirements published with the OJEU Contract Notice; • the solution must have already been successfully tested on the SRN; • the service provider will need to ensure arrangements for production of units are in place immediately following framework award • production must commence on framework award, to facilitate immediate requirements of the Smart Motorway Alliance (SMA) delivery programme detailed in appendix A of framework agreement schedule 2 service requirements Call-offs will be made in batches under this lot 1 to deliver scanning radar outstations to be installed across the all lane running network, in up to twenty 20 Sites, to contribute towards Highways England’s requirement for a SVD solution. The scanning radar outstations will be installed by a third party: the Smart Motorway Alliance (SMA), who will be the principal contractor for the installation works. Such installation works are not the subject of this procurement. The service provider will support installation, working with the smart motorway alliance, through on and off-site calibration, testing and training for the Highways England’s RCC/ROC operators and technology contractors. The solution must comply with the requirements set out in the tender documents, including Highways England Scanning Radar Stopped Vehicle Detection standard TR 2642. The service provider for lot 1 will need to ensure arrangements to ensure call-off of units can be met immediately following framework award. Anticipated sections of Smart Motorways incorporating SVD solutions are: M1 J39-42, M1 J32-35a, M1 J28-31, M20 J3-5, M23 J8-10, M3 J9-14, M27 J4-11, M4 J3-12, M6 J21a-26, M56 J6-8, M6 J16-19, M62 J18-20, M62 J10-12, M1 J23a-25, M6 J13-15, M1 J13-16, M6 J10a-13, M5 J4a-6, M1 J16-19, M6 J2-4 Details relating to the services are made available within the tender documents that can be downloaded free of charge from the eSourcing portal BravoSolutions (https://highways.bravosolution.co.uk). Lot 2 covers requirements for technology solutions which can provide a stopped vehicle detection solution on the SRN, as further described below. • There is no cap on the number of tenderers which may be appointed to this lot provided their tender meets the evaluation requirements. Service providers with a successfully tested solution may participate in the mini-competitions for call-offs under lot 2. • To qualify for the framework, suppliers must demonstrate a solution that can be developed and tested by September 2021. • Highways England will facilitate testing of the solution on the SRN following framework award and it is a condition of participation in any mini-competition that the solution will have been successfully tested on the SRN. Framework award will take place in Summer/Autumn 2020. • Lot 2 will be for the procurement of successfully tested technology solution from September 2021 onwards. • Lot 2 will be for multi-suppliers and the estimated value is between GBP 7 m and GBP 14 m. This value is dependent on successful testing of alternative solutions within this lot. The solutions will be installed by a third party: the Smart Motorway Alliance (SMA), who will be the principal contractor for the installation works. Such installation works are not the subject of this procurement. The service provider will support installation, working with the smart motorway alliance, through on and off-site calibration, testing and training for the Highways England’s RCC/ROC operators and technology contractors.
