Provision of Integrated Smart Energy Meters, Network & Data Management System with Associated Services

Tender description

Longford & Westmeath Education and Training Board (LWETB) are part of a climate action group for the Education and Training Board Sector and wish to be exemplar with regard to energy management and climate action initiatives. To support energy management LWETB are developing an automatic energy monitoring and information system and proposes to engage in a competitive process for the establishment of a multi-party framework agreement for the Provision of Integrated Smart Energy Meters, Network & Data Management System with Associated Services. This competition is being carried out on a multi supplier framework basis. This means that LWETB are creating a framework where providers will be pre-approved to be eligible members of the framework. Once admitted to the framework, LWETB will then issue a “drawdown competition” to the members of the framework. The drawdown will specify the marks being awarded for each of the criteria by LWETB in this specific drawdown. The successful tenderer at this point will win the right to deliver the service to LWETB for the meters contracted for. Any of the other ETBs that chooses to use this framework will conduct their own drawdown competition and can vary the marks given for each criteria as they determine. The evaluation of each drawdown is the responsibility of the ETB that issues it. The drawdown will detail the proposed sites and types of meters.
