Tender description

Lincolnshire Community Health Services NHS Trust requires a contractor that can provide a countywide service incorporating the following: • postal sexual health screening kits; • fully web-based remote online screening system, incorporating ordering, tracking and reporting of tests; • results and reminders to be sent via text message. Sexual health plays an important role in the delivery of modern evidence-based healthcare and the system must ensure individuals can access services within their locality. The Trust is committed to ensuring people have a positive experience and to assist this all screening must be: • easily accessible and user friendly; • free to all individuals requesting screening; • efficient and timely. This service will primarily cover screening for Chlamydia and Gonorrhoea, HIV and syphilis however the authority reserves the right to request additional screening tests based on individual risk. Web based online portal The contractor must provide an online web-based portal system for the screening of sexual health tests. The contractors must demonstrate their website is compliant with accessible information standard (AIS). Parameters must be built into the website so that requests are accepted or declined automatically based on pre-set parameters, these currently are: Postcodes within the local authority area (these parameters may change according to population, demographics, client needs and service needs throughout the lifespan of the contract). The contractor must have the ability to set different parameters for different tests. Data protection/safeguarding — follow the guidelines from the NHS information governance toolkit. It must state on the website that patient information will be shared with the authority and there must be a mandatory tick box for patients to complete to state they agree to the sharing of information. Chlamydia Testing Activity Dataset (CTAD) data is to be automatically generated and sent to Public Health England for inclusion in published data. The contractor must comply with Schedule 3, Information Governance Provisions (NHS Terms and Conditions of Services — Contract Version) and information to the CSO must be available. LCHS spends between GBP 750 000 and GBP 1 m p/a on pathology services (Sexual Health) and has to renew the current contract. It is looking to the market to innovate and in particular reduce spend whilst at the same time improving the service.
