Tender description

This notice relates to the purchase of hard surface wipes for use across Health and Social Care in Northern Ireland. This notice relates to the purchase of hard surface wipes. These items were procured without competition under Regulation 32(2)(c) of the Public Contracts Regulations 2015. The rationale for procuring these items under Regualtion 32(2)(c) is as follows: 1) The item(s) was required to assist the contracting authority to respond to the impact of COVID-19 immediately, addressing the potential public health risks and disruption toservices which would have been incurred without the item; 2) The contracting authority could not have planned or preempted the current COVID-19 situation nor the impact on demand for this item(s); 3) A procuremen texercise to establish a new contractual arrangement would not be feasible given the time constraints, making it impossible to undertake a new procurement exercise or to access other commercial agreements (e.g.frameworks); 4) The COVID-19 is not a situation which can be attributed to the actions of the contracting authority.
