Tender description
Summary of the work A £3.4 million European Regional Development Funded (ERDF) project. Working with SME enterprises in Cornwall and the Isles of Scilly. We will use the website to capture information and the Innovation Studio is a business tool platform which hosts specialist business tools for enterprises to access from home or workplace. Latest start date Wednesday 1 July 2020 Why the Work is Being Done Led by the University of Plymouth, businesses will benefit from accessing world class research and facilities through Accredited Innovation Business Advisors and the Innovation Champion at ATI2. Sitting within the Research and Innovation Department at the University of Plymouth, ATI2 works with key personnel in professional services offering businesses one-to-one guidance on a range of topics, from Intellectual Property and digitising tools, to increasing productivity within the business. Alongside consultancy, one-to-one intensive support and grant funding opportunities, ATI2 strives to support businesses through interactive and creative digital tools that will allow them to work through key areas from the comfort of their home or office; these will include videos, webinars and infographics. As the only university in the South West accredited by the Institute of Innovation and Knowledge Exchange (IKE), ATI2 will deliver advanced knowledge across multiple platforms; creating a suite of digital content, focusing on Innovation strategy and alignment, organisational readiness, capabilities and technologies, market foresight, customer awareness and impact and value. For more information, visit: www.aticornwallinnovation.co.uk Problem to Be Solved ATI2 currently has two digital platforms which were built and hosted by two separate agencies which led to challenges when managing the projects. It is required that both platforms are migrated to one agency who will manage, host and develop further both platforms. ATI2 requires an innovative and creative agency to upscale both platforms and host them until March 2023. Who Are the Users The users visiting the platforms will be businesses engaging with the project alongside project stakeholders. The businesses will be small-medium size enterprises who require business innovation support from ATI2 to grow and increase productivity within their business. Is there a briefing document available to enable us to evaluate and respond to this opportunity? There will be an ITT put out through InTend once we have down selected the suppliers who are the best fit.Untill then anyone who is intrested we are sending a briefing note to. Is the intention to award to a completely new supplier or are the existing suppliers also able to join the bid process Any supplier on the Framework is welcome to put in a tender. 7. In order to apply for this opportunity you are asking suppliers to write 100 words to demonstrate the following essential skill:Tendering organisations must be able to demonstrate established expertise and a track record in the areas outlined in the brief Please use alloted word count, this is a short listing exercise not a tender as yet. 8. Will the resources working on the platform need to be in UK, or can nearshore/offshore teams be used? Preferably in the UK 9. Can you please confirm the technology stack being used for the current platforms? Website: WordPressInnovation Studio: Netlify 10. What is the budget for this contract? Website build evolution: Will not exceed £9,000 (inclusive of VAT)Website hosting: Will not exceed £9,000 (Inclusive of VAT)Innovation Studio evolution build and hosting: Will not exceed £25,000 (Inclusive of VAT)Please quote prices including VAT. 11. Are the numbers for the expected budget annual or do they cover the 3 year period (until march 2023)? It is the budget for the duration of the 3 year period 12. You ask for technical competence in terms of managing a community (for innovation) and knowledge of the education field. I see no mention of the need for this community to work on mobile devices. Your target, people trying to create enterprises in the south west, are more likely to be mobile. I'm a mobile architect, will I get disqualified by your selection criteria? There is a need for both platforms to be built and designed to be suitable for mobile devices. It is essential that both platforms are suitable for both the desktop and mobile devices. 13. Aside from the start date of Wednesday 1 July 2020, and the requirement to host until March 2023, no specific time frame has been specified for deliverables, yet there is a question "Tendering organisations must be able to demonstrate sufficient capacity to deliver the project activities in the timeframe outlined “It is required that the interested parties can demonstrate how they will manage the project and the timescales of building two platforms alongside their other commitments of work. Both platform builds must be completed this year. Due to demand for both platforms, it is in our interest to update both platforms as soon as possible whilst ensuring they have been built to the highest quality and meets the ERDF/ATI2/UoP standards.” 14. Could you kindly share the HLD (high level design) or BRD (business requirement document) of the current solution. This is just shortlisting exercise before a tender. The only information at this point is the briefing note to tenderers with the information you need for this stage. 15. What are the "Tools" that are listed in the briefing documents? "The Innovation Studio will offer the user both communal tools as well as a bespoke list oftools..." 1) The tools listed in the platform will range in display. The tool could be an infographic, a downloadable PDF, a video, it could be a thought leadership piece. Each tool will focus on a certain area and will advise and inform businesses. There will be tools that all businesses can access (communal) and then following the build of the audit that has the capability to sign post businesses to certain tools following their results (bespoke) tools will be available to benefit that business. 16. • Have you defined the users more specifically than "businesses will be small-medium size enterprises who require business innovation support". Is it broken into potential individual stakeholders with roles and responsibilities. If so would this be made available to those shortlisted for the ITT 2) ATI2 is a project built to support SMEs who are innovation ready in Cornwall and the Isles of Scilly. There is not a targeted list of businesses set out due to many business sectors becoming eligible for support dependent on their innovative product/process or service generation. We work with a wide variety of businesses who operate in many different ways however, they all have an innovative mindset and culture in common. 17. Who is responsible for preparing the servers? ATI2/University of Plymouth does not have servers available to host either platform and therefore, it is the responsibility of the awarded candidate to host both platforms. 18. • Would you prefer a cloud or an on-premise environment? ATI2 requires both platforms to be hosted and built on an environment that is suitable for ATI2 to deliver the tools efficiently and successfully for the businesses working with the project. It is for the developer/agency to decide on the most suitable platform our offering. ATI2 require an environment that is GDPR compliant/ ERDF compliant and allows the platforms to be suitable for migration to the University of Plymouth in March 2023.
