Tender description

The Councils are looking to create a framework for hybrid mail which will involve printing and posting of external correspondence and general and specific printing. This contract will be utilising a lot structure of seven lots as elaborated in the different lots specification. The call-offs from the framework will be for 3 years with up to two call-offs making a maximum of 6 years. This lot involves print, insert and dispatch of day to day variable data letters which could include variable or fixed data inserts. The solution needs to be suitable for mailings that range from the unique single letter generated by officers to bulk mailings which could be generated from core service systems. Bulk mailings can be generated daily, weekly, monthly, quarterly and yearly and may contain attachments, inserts, pre-paid envelopes, statutory notices, event tickets and cheques. The services required are for the creation, printing and dispatch of all documents relating to Council Tax (CTAX), Business Rates, Business Improvement District (BID) Levy, Community Infrastructure Levy (CIL), Housing Benefits (HB), Council Tax Support Scheme (CTS) and Housing Benefit Overpayments (HBO) for the Council(s). This is to undertake the print, fulfilment and mailing services for its electoral services function. This involves all election printing, post and dispatch including polling day printing. This will be only limited to Cambridge City Council. Generally fixed data printing which could include larger volumes, colour magazines, letterheads, booklets and committee agendas. Additionally, a range of print finishing options including spiral/comb binding and stapling is included within this category. This is to meet a variety of business needs and deliver them to a number of locations across Cambridge and Huntingdon as specified in the initial order. This lot is anticipated to meet printing requirements for business documents of a specialist nature that are expected to be returned to either Council as required. This specialist printing could include banners and posters suitable for external use, specialist never tear paper and hologram printing. Local/Urgent Print (HDC). This is anticipated to meet only the ‘urgent’ printing requirements for business documents that are not to be sent out in the post, where there is a need to have the documents printed, delivered or collected, as a matter of urgency, within an hour, or other time specified for a same day/next day service, but not exceeding 24 hours. procure a wholly external general printing and design service that can produce a high volume printing solution of a range of document types, to meet a variety of business needs, and deliver them to a number of locations across Huntingdon as specified in the initial order.
