Tender description
The provision of a healthy families, healthy communities — Change4Life health service (the 'Service') in the Royal Borough of Kensington and Chelsea, and the City of Westminster (the 'Authorities'). The Integrated Commissioning Department of the Royal Borough of Kensington and Chelsea and the City of Westminster are seeking to commission a provider to deliver a Change4Life service. The overall aim of the service is to support children and young people to be happy and healthy in all settings where they live, learn and play. The provider shall meet the specific aims of the service which are to: • improve the local food environment and increase access to healthy food across local settings; • ensure consistent messages about healthy lifestyles are promoted across all local settings; • provide incentives for local organisations and businesses to improve practice in relation to how they promote healthy eating and physical activity; • increase opportunities for children, young people and families to keep active and build physical activity into their day to day lives; • build the capacity of local organisations to introduce sustainable actions to promote children’s health and well-being; • increase engagement of children, young people and families in the planning and design of activities to create healthier neighbourhoods/local environments; • contribute to local efforts to reduce childhood obesity and unequal health outcomes; • maximise the local reach and impact of the Change4Life social marketing campaign; • improve the take-up of the healthy start scheme for eligible service users; • promote the importance of recommended vitamin supplements for all pregnant or breastfeeding women and children under 5 and manage the Healthy Start Vitamins programme. The service shall deliver the following elements: • provide settings that interface with children, young people and families with a comprehensive package of support to ensure high standards of practice in relation to the promotion of healthy eating and physical activity. This shall include: • Change4Life themed workforce training courses; • a nutrition advice service for local organisations and businesses; • a Change4Life small grant scheme for local organisations; • a Change4Life award scheme for local organisations; • coordinating the distribution of healthy start vitamins across local settings; • provide children, young people and families most at risk of poor health outcomes with accessible services to support healthy lifestyles with a focus on healthy eating, physical activity and sleep. This shall include: • Change4Life healthy lifestyle clubs for children and families delivered in partnership with local community organisations, Family Hubs, Children’s Centres and schools; • healthy lifestyle activities for young people delivered in partnership with schools and youth organisations; • a Change4Life coaching scheme to support children and young people who are very overweight to achieve a healthy BMI; • a health promotion outreach service to deliver Change4Life themed educational activities with children and parents in school and community settings; • Change4Life themed neighbourhood projects. This shall include: • partnership work with local communities where children and young people are most at risk of poor health outcomes to identify and introduce bespoke sustainable actions that help create healthier local environments.
