Tender description

The proposed programme builds upon electoral reforms previously supported by DFID to contribute to a credible, peaceful and inclusive 2022 general election in Kenya. This will indirectly benefit all Kenyans and contribute to peace, stability and economic development. The programme will also provide support to election institutions to manage a constitutional referendum and electoral boundary review if required. Specifically, it will support: • meaningful electoral reforms early in the electoral cycle and effective coordination between the Independent Elections and Boundaries Commission (IEBC) Judiciary, Office of the Registrar of Political Parties (ORPP) and Parliament; • Kenyan institutions to improve on standards achieved in the 2017 election, and incorporate lessons learned for more effective planning, management, strategic communication and stakeholder engagement to build public trust; • an enabling environment that leads to more women, youth and persons with disabilities (PWDs) turning out to vote and elected to representative posts; • strengthened domestic election observation and monitoring. At the impact level this programme will contribute to increasing the chances of a credible, peaceful and inclusive 2022 general election (and boundary review and constitutional referendum if required). At the outcome level, the programme will aim to contribute to further improvements in the conduct of Kenyan elections, building on standards achieved to date and lessons learned: by the end of this programme we would expect to see evidence: • of an improved legal and policy framework and improved institutional coordination in management of the elections and disputes; • that the 2022 elections are well-administered, and this is perceived by the population; and electoral disputes are effectively managed in a timely manner; • that an enabling environment leads to more women and persons with disabilities (PWDs) participating and elected in representative posts; • that the electoral process is effectively monitored by international and domestic observers.
