Tender description
Cardiff Local Authority is part of the Central South Regional Consortium and is responsible for the delivery of the Cardiff 14-19 Extended Opportunities Programme on behalf of the Cardiff 14-19 Network. Cardiff Local Authority is procuring on behalf of Cardiff Secondary Schools Extended Opportunities and Stage 4 provision for learners 14-16 year olds. Please note Cardiff is not responsible for the delivery of stage 4 provision and no central budget is held for this provision. We are seeking tenders from suppliers for a framework of suppliers for 14-16 pre-vocational and vocational Training within Cardiff. Pre-vocational training We are looking for suppliers who are able to offer a range of courses to help young people to develop their personal skills, independence, and resilience to engage and prepare them to move on to employment, training or education post 16. Vocational training We are looking for suppliers who are able to offer a range of courses with nationally recognised qualifications, from pre-entry level, entry level, levels 1 and level 2, who have past experience of delivering to KS4 (14-16 year olds) and with robust progression routes into either employment, training or education post 16. This framework agreement is an arrangement whereby the successful supplier offers the service and/or supply of goods and/or materials at an agreed price for the offer period but a contractual relationship between the successful supplier and the purchaser(s) does not become effective until the purchaser(s) places an order with the successful supplier for the service and/or supply of goods and/or materials. This framework agreement will not be for any fixed quantity but only for such quantities as the purchaser(s) may order from time to time. it is anticipated the framework will run from 1 September 2014 until 31 August 2018. Please note 45 % of the extended opportunities budget is from the education budget held by the LA on behalf of schools and the total stage 4 budget is held in schools main budgets. Therefore schools cannot be mandated to use this 14-16 provision framework, however in order to mitigate this risk we have briefed Secondary Head Teachers on the benefits of using this framework. It is anticipated that all schools will use this framework and utilise the opportunities presented by this. This procurement exercise is being conducted as a full electronic tender via the Councils new e-tendering portal Proactis. The Proactis portal can be found at https://www.proactisplaza.com/supplierportal/?CID=CARDIFF where providers may register their interest, complete the online tender forms, download and then upload the completed relevant documents. Registration on Proactis is free of charge. There are 6 opportunities reflecting the 6 learning domains in the tender on the portal. Please ensure that you only register against the learning domains (opportunities) you are interested in. All the documentation attached to the opportunities contains important information for completing the tender. It is the tenderer’s responsibility to read and understand the documentation and complete the tender as instructed.
