The above named Authorities (the Authorities) are seeking civil engineering and building engineering contractors to design and build a building and associated civils infrastructure necessary for a new materials recycling facility in Coventry capable of processing between approximately 120 000-175 000 tonnes of recyclable materials p/a (MRF). The Authorities will incorporate a company (AssetCo) which will own the MRF and enter into the contract(s) to develop the MRF with the preferred bidder(s). Each Authority will be a shareholder of AssetCo and enter into a supply contract with AssetCo to supply recyclable materials for at least 20 years. The Authorities intend to issue a Contract Notice at the end of April to civil contractors who could design and build the MRF building. In light of the COVID-19 pandemic, the Authorities are seeking confirmation from the market as to their ability to mobilise and commit the necessary resources to partake in such procurement process via this PIN. The Authorities are seeking civil engineering and building engineering contractors to design and build a building and associated civils infrastructure necessary for a new materials recycling facility in Coventry which is capable of processing between c.120 000 and up to 175 000 tonnes of recyclable materials per annum. The civils contractor will also be responsible for installing PV panels on the roof of the MRF building (Civils Works Package). The Authorities are currently considering the benefits of including additional storage space on the site for further flexibility and contingency in relation to both inputs and outputs. If progressed, this would form a separate basic rooved structure and it is intended this would form part of the civils works. The site for the MRF is located on London Road in Coventry and is owned by Coventry City Council. The Authorities have submitted a planning application for the MRF which can be accessed via Coventry Council's planning portal (ref: FMES/2020/0427). The Authorities published a PIN for the MRF in early 2019 and subsequently held a Bidders Day to outline the Authorities' proposals for the MRF. This demonstrated genuine value and market interest in (a) a separately procured civils contract (Lot A) and separately procured process contract (Lot B) for the MRF with operation and maintenance services being self-delivered by AssetCo (Separately Procured Solution), and (b) a complete design, build and operate solution incorporating the civils works, process works and operation and maintenance services for a period of 5 years (with the option, by mutual agreement, to extend by up to 3 years) (Lot D) (DBO Solution). In order to compare a Separately Procured Solution and a DBO Solution, the Authorities have compiled an operational model for AssetCo to operate and maintain the MRF for a period of 5 years (Lot C). The basis of such model is described in the procurement documentation to be issued alongside the Contract Notice. The procurement process will be used to determine the most economically advantageous option for the Authorities (Separately Procured Solution vs DBO Solution). The Authorities are currently partaking in a procurement process for Lot B and Lot D and commenced dialogue in March 2020. Following market feedback, the Authorities decided to separately procure Lot A slightly later than Lots B and D. This is hoped to increase market interest by reducing the lead time prior to commencement of construction and reflects the more straightforward nature of Lot A. This procurement will be a competitive dialogue process for the Civil Works Package for the MRF (Lot A). The MRF building will need to accommodate the process equipment to be procured under Lot B and the associated recyclable materials reception, handling and storage requirements. The Lot A contract will be based on an amended model form NEC3 engineering and construction contract (Option A). The Authorities intend to issue a Contract Notice at the end of April. All Bidders expressing an interest in response will be invited to complete an SSQ by end of June. Responses to the SSQs will be used to create a shortlist of up to 3 Bidders. The shortlisted Bidders will proceed to a single CFT stage which comprises a relatively short period of dialogue with the Authorities to formulate the Lot A solution and ensure alignment with the Lot B Bidders' solutions. The Authorities anticipate calling for Final Tenders from all Lots at the end of October and appointing a Preferred Bidder by December 2020. The Planned Works Commencement Date based on such timetable is Spring 2021. In light of COVID-19, the Authorities are seeking confirmation from the market of willingness and ability to mobilise and commit sufficient resources to partake in this procurement process in accordance with the stated timeline. To assist the Authorities, potential bidders are asked to confirm their intention to bid for the MRF via the Portal by 24 April 2020.
