Why the Work is Being Done Immigration Technology is the technology department for UKVI/IE. It works with these directorates defining their technology requirements, design appropriate solutions and deliver them quickly and effectively making a real difference to achieving their strategies and objectives. UKVI makes millions of decisions every year deciding rights to visit or stay in the country. IE exists to reduce the size of the illegal population and the harm done to the UK. As we move off of our legacy estate, the Immigration Data Platform was developed (PCDP). The data platform is the foundation for all immigration caseworking including our existing from the EU. Problem to Be Solved The PCDP requires skills not available within our current workforce and thus has a requirement for the procurement of specialist big data architecture, DataOps, development and engineering, and 3rd line support capabilities (including out of hours support 24/7x365) Who Are the Users Immigration Technology is responsible for maintaining and improving current and future immigration IT services. We are delivering the future of immigration. Users include the public applying for entry to the UK and police, security and enforcement teams controlling immigration and securing UK borders and detecting criminal behaviour within the Home Office and wider Agencies. UKVI users include the public applying for entry to the UK. IE external users comprise the illegal migrant population. UKVI and IE have internal users of approximately 7,000 and 5,000 respectively. The Immigration Data Platform fully underpins this requirement from the user base. Early Market Engagement Work Already Done There are current suppliers in place and the Immigration Data Platform is a live service. However, as the L3 team support the IT programmes and further releases are in development and others in discovery, the requirement is not solely L3. We also require resources to support continual change. The Immigration data platform also has a continuous improvement cycle which is in discover and delivery. Existing Team There is an existing delivery team in place working within ITP, UKVI and Immigration Enforcement (IE) . The new supplier will need to work collaboratively internally and externally to the UKVI and other suppliers. Collaborative working is key as the supplier will be working alongside civil servants, contractors and other suppliers embedded within the data platform team. The Immigration Data Platform team prides itself on its multi vendor / one team approach. Current Phase Live Work Location Primarily in Metro Point, East Croydon Working Arrangments The Service Provider needs to be able to operate within the UKVI and IE governance models and with other 3rd parties accordingly. They will be expected to deliver as part of a pre-agreed strategy and plan. The team is expected to work across the multiple sites during standard HO working hours. Expenses will conform to HO internal policies and will not be payable within the M25. Resources will be expected to be co-located with the project teams at either of the locations above. Security Clearance Provider personnel (and sub-contractors) must comply with HMG Baseline Personnel Security Standard (BPSS) as a minimum, and CTC clearance to work in HO buildings. If not already held, there may also be a requirement for some postholders who access live data or work on 247 support to undergo SC clearance. Additional T&Cs Intellectual Property Rights in any developed technology or processes will rest with the Home Office. Suppliers should conform to Cyber Essentials Scheme. HO supports the Corporate Social Responsibility Agenda, we will continue to invite our Strategic and Operational suppliers to demonstrate their commitment to it. Exit activites Rate cap - daily rates over £1000 will not be accepted and will render a bid non-compliant SFIA 7 level resource is excluded (exceptional circumstances will be considered) SFIA 6 level resource is excluded for 'hands on' delivery roles Skills & Experience Demonstrable experience in implementing and maintaining data platforms at scale making best use of PaaS Cloud Technologies, explicitly on AWS infrastructure Demonstrable experience in running a level 3 support function, dealing with high priority incidents, working collaboratively with all stakeholders including, but limited to, customers, Level1/2 teams and other technical resources A demonstrable track record of delivery and going above and beyond the original requirements to deliver cutting edge and transformational business solutions in a A demonstrable track record of taking ideas from conceptual architecture, through to design, development, testing through to production Demonstrable experience in providing advice, guidance and promoting your product to senior leadership teams Demonstrable experience of planning and leading multiple agile discoveries across a portfolio Nice to Haves Previous experience in working in a Government department Proven experience of moving L3 support from supplier control to full time permanent staff Demonstrable experience in immigration requirements and business processes, issues, and solutions No. of Suppliers to Evaluate 3 Proposal Criteria All essential and nice to have requirements will be evaluated further as part of the overall proposal criteria below MEETING ESSENTIAL AND NICE TO HAVE CRITERIA (40%) T2 (a) Describe your organisation’s knowledge and application of AGILE and route through to production - 6% T3 (a) What is your approach to transition and handover from the incumbent? – 3% T3 (b) How will you demonstrate your commitment to transition knowledge from a supplier led L3 support to an in house permanent resourced service - 3% T4 - Describe how you would add value to individual Data Platform teams and the wider Home Office (do not discuss pricing) – 3% P1 - Whole life cost (broken down by year) - 25% P2(a) - Overall Average Day Rate (total cost divided by number of staff days required) - 10% P2(b) - Rate card (not evaluated) P2(c) - Breakdown of staff days by SFIA Level and daily rate (not evaluated) Cultural Fit Criteria Demonstrable experience in working in a multi vendor environment but working all to a common business objective regardless of supplier Demonstrable experience of how you have converted contractor/bought resources and transitioned teams to in house capabilities Transparent and collaborative when making decisions Payment Approach Capped time and materials Assessment Method Evaluation Weighting Technical competence 55% Cultural fit 10% Price 35% Questions from Suppliers No questions have been answered yet Budget range
