Tender description

The Planning Consultant will provide the following services: A. Review background information. B. Separate briefing meeting with the consultant team and case officer. This will confirm the applications, the timing of these, the information to be submitted, and who will produce this. C. Prepare a planning advice note on the permission process, identify risks to gaining permission, recommend a strategy and outline a programme for achieving permissions within timescales. D. Preparation, maintenance, and monitoring of a comprehensive tracker covering the planning conditions, reserved matters and S96A or S73 submissions. E. Brief the consultant team on the information required to discharge the planning conditions, reserved matters, and S96A or S73 applications, and liaise with them to ensure the material is produced according to the requirements. F. Liaison with LPA officers, preparation of planning material (drawings and specialist technical reports prepared by others), submission of the following applications, and follow-up to ensure they are discharged in a timely way. o Submission to discharge the ecological planning conditions 15, 16 and 17. o S96A or S73 application to amend the leisure centre design. o Reserved Matters application for the Phase 1 site wide works, e.g. site remediation, site preparation, realigned road, drainage, promenade and western open space. o Submit pre-commencement conditions for the leisure centre. o Submissions to discharge any other planning conditions for the Phase 1 site wide works and the leisure centre. G. Ad hoc planning advice to the team relating to the planning process. H. Allowance for attendance at up to ten team meetings, including two briefing meetings.
