Tender description

The NHS Commissioning Board, (operating under the name of NHS England and NHS Improvement (NHSE&I)) looks to establish an NHS Standard Contract for the supply of one new and one existing antimicrobial via a subscription type payment model. Antimicrobial Resistance (AMR) is one of the most pressing global challenges we face this century. The vision of the UK Government and that of NHS England and Improvement and NICE, is of a world in which AMR is effectively contained, controlled and mitigated by 2040. For most antimicrobials, there are few replacements or alternative products in development and even fewer that target priority pathogens. Investment in novel antimicrobials is widely seen as commercially unattractive, due to high research and development costs and low returns. The UK’s AMR national action plan includes the commitment to lead the way in testing solutions that address the failure of companies to invest in the development of new antimicrobials. The UK is the first country in the world to announce that it will test innovative models that pay companies for antimicrobials based primarily on a health technology assessment of their value to the NHS, as opposed to the volumes used. This work supports the need to explore ‘practical market incentive options’ as mandated by the G20 leaders’ statement in 2017 to address the urgent issue of bringing new antibiotics to market by stimulating the pipeline of antimicrobials. To support this commitment, NHSE&I have decided that despite the unprecedented Covid-19 situation, which if anything further emphasises the need for a good antimicrobial pipeline, that the NHS should as far as possible keep this critical project on track. NHSE&I have therefore initiated this period of market and stakeholder engagement. The purpose of this engagement is to seek, from potential suppliers and other stakeholders, feedback regarding the draft procurement documents attached to this prior information notice.
