Otterpool Park: Detailed Masterplan (Phase 1) (OPCB)

Tender description

To work with FHDC to prepare a detailed masterplan for phase 1a of Otterpool Park garden town, some 1000 homes, and including the town centre, commercial development and station. This work will both guide all future developers and operators on the site and meet the requirements of conditions to the planning application set by the local planning authority (LPA) prior to reserved matters being submitted (tier 2 of a three tier process, where the outline application forms tier 1; supplementary details and strategies for each phase follow as tier 2 and reserved matters form tier 3). The work includes preparing a strategy for the design, delivery and ongoing management of the town centre for Otterpool Park garden town, taking into account the role of the town centre in achieving the wider vision and objectives for the town. It will: • be the basis for discussion and testing with developers for delivery, and provide the template for submission of reserved matters of individual plots • ensure the site can be delivered efficiently and to the highest quality to set standards for the town; • provide the landowners with a delivery strategy for a commercially viable town centre along with a strategy for its ownership, management and maintenance for the long term; and • meet the requirements of the LPA for tier 2 of planning.
