Tender description

Under the new Additional Learning Needs (ALN) system, due to go live in September 2021, an Individual Development Plan (IDP) will be provided to all children or young people (0-25) with Additional Learning Needs (ALN), regardless of the severity or complexity of their need. The IDP process is intended to enable a multi-agency approach through a common planning process. We require a web based software solution to create, share, review, and maintain IDPs, as well as the associated information that comes with that child or young person. The software is to be used primarily by schools and post-16 institutions, but it would be desirable for access to be available to other parties too, including but not limited to local authorities and health boards. The Welsh Government require an Additional Learning Needs (ALN) system to enable the provision of Individual Development Plans (IDP) to students in Wales. The system will be provided on a Software as a Service basis, with the supplier providing the user web interface, hosting, help desk and training. The system will need to pull data from various education management information systems, such as Capita SIMS. The Welsh Government will be procuring the system for all schools and further education organisations in Wales, whilst access may be required by local authorities and health boards in Wales. Currently IDPs (the existing system of school action, school action + and statements) are predominately provided through a paper based process.
