Tender description

A Resource Allocation (RAS) solution is being procured to ensure that Coventry City Council meets its statutory duties under the Care Act 2014. The aim of a RAS is to provide a rational and equitable mechanism for calculating the amount of money that might meet an adult’s individual eligible social care needs. The RAS solution would be based upon a mathematical algorithm that determines an appropriate figure (referred to as an indicative budget). The figure is based upon an assessment of that individual’s needs, aligned with The Care Act 2014 national eligibility framework, and using local commissioned costs provided by Coventry City Council. The RAS must include assessment and measurement capabilities within our existing case management solution (Care Director), including efficient financial management and projection and measurement of the cost-effectiveness and outcomes of health and social care interventions. To effectively support the vision for adult social care, where resources are fair, consistent and transparent in their application, the Council is seeking to procure a provider who can deliver a RAS solution that is able to integrated with its social care case management solution, Care Director. The solution will continually be kept up to date with legislative changes, case law and codes of practice. The provider must take account of this as the solution will be embedded within the social care assessment function.
