Tender description
The Generation 4 Technical Resources Framework 2020-2024 (Gen4 TRF) is designed to provide the County Council with the provision of temporary specialist technical resources in the fields of highways engineering, construction, property and transportation operations. Lot 1 will entail a ‘catalogue’ of specialist providers for direct call-off contracts according to which supplier best meets the needs of the resource requirement by reference to the information detailed in the catalogue. This catalogue will comprise the supply of resources for highways engineering, construction, property and transportation operations. This will include the direct provision of resources in the following fields: • highways and structural design, • site supervision, • site investigation, land survey and building surveying, • transportation policy and transport planning services, • ecological and environmental specialisms, • waste management and development specialists, • landscaping planning services, • street lighting design, • planning and programming services, • CAD delivery, • public relations and marketing services for engineering. The client may also seek to fulfil the requirement for particular resources as detailed in lot 1 above, through lot 2 suppliers, which are employment agencies. Lots 1 and 2 will provide resources to the client. These resources will be situated within client teams and their work will be approved by client staff members. Lot 3 will entail a catalogue of specialised providers for call-off contracts (awarded as a result of a mini competition), according to which supplier best meets the needs of the service requirement by reference to the information detailed in the work order. This catalogue will comprise the supply of services to deliver the scope of the framework. Lot 3 resources will work independently from the client and it will be the supplier's own responsibility to check and approve all work produced under the work order. All call-off contracts shall be awarded through a standard mini-competition process, following the issue and completion of a capability assessment, which will be released prior to each mini competition for this lot. At capability assessment stage, suppliers can select or deselect themselves from the mini competition process. Lot 3 is for the provision of small-scale specialist services, providing commission-based work under GBP 50 000 value, aimed at specialist providers, such as ecological services, drainage surveyors. Due to the specialist nature of the requirements, a standard price list was not feasible at evaluation stage. Therefore, price will be evaluated for each call-off.
