Summary Digi Rogaland will procure and test sensors for flood warning, with the intention of preparing a climate warning platform, initially for the municipalities in Rogaland. The solution must be scalable to adapt to the municipality's need within climate warning. Whether the contracting authority will have a need for additional products or services connected with this, will be assessed during the dialogue with the market. We will then provide further information. Description The procurement will be part of the planned project ‘Joint Climate Platform — Digi Rogaland’. The project will be coordinated and followed-up by Digi Rogaland, which is a collaboration with all of the municipalities in Rogaland to use digital tools to provide better services to residents and business life. The project will contribute to increased cooperation and knowledge concerning climate-related challenges and preventative measures connected to different types of flooding as a result of increased precipitation: lakes/rivers/water-courses, flooding from seas and flash flooding/surface water in rural and urban areas. The aim of the project is to develop a joint and (regional and national) scalable platform for data capture, analysis and presentation of climate data. The solution will function as an effective and user-friendly decision-support tool, for example, with a type of climate dashboard, in order to coordinate climate challenges. The project will reuse existing solutions as much as possible, hereunder the Stavanger municipality data lake. This will be available for all of the municipalities in Rogaland. Data is collected from suppliers, APIs (programming interface), sensors and other sources, for example MET and NVE. The individual municipalities will be responsible for procurement and management of sensors. The sensors to be procured will collect data that can give an indication whether measures need to be put in place before major damage occurs. The data collection will occur via a carrier network, for example, LoRaWAN (Long Range Wide Area Network), 4G, 5G or similar. Stavanger municipality has asked the Norwegian Environmental Agency for climate funds to implement the project. The scope of the project will depend on allocated funds. This is anticipated to be clarified during June 2020. Market dialogue To ensure that the contracting authority has updated knowledge about the possibilities in the market, we want to hold dialogue with suppliers of different climate related sensors, and suppliers of solutions for associated data capture, analysis and presentation. This will take place both through a joint meeting and through one-t-one meetings with individual suppliers. Joint meeting/supplier conference — time: Monday 30th March, 13.00 — 15.00 — place: Meeting room Ombo at Olav Kyrres gate 19, 4005 Stavanger. Meet outside of the main entrance to the building. We will collect you there, — register: by the 23rd or March. Provide: the name of the participant, company, email address and telephone number. Send via the communications module in Mercell. The contracting authority will provide information about the procurement and further process and there will be an opportunity for questions and clarifications. We will create minutes with a summary of the main points from the meeting, and will place both presentations and minutes under additional information in the communications module in Mercell. Suppliers who are unable to participate in the joint meeting will thereby also get this information. One-to-one meetings — dates: Thursday 16th of April and Monday 20th of April — time: The meetings will have a duration of 45 minutes per supplier. State the time that suits for each of the dates: 9.00, 10.00, 12.00, 13.00, 14.00, 15.00, — place: Felleshagen Meeting Room, Herbarium, Olav Kyrres gate 21, 4005 Stavanger. Meet in the hall in the main entrance to the building, — Register: by the 23rd or March. Send via the communications module in Mercell. State: (a) participant's name, company, email address and telephone number; (b) date(s) and times that suit, see above, (c) desired meeting form: either meet at the stated address or as a telephone/video meeting. For the latter, provide the telephone number that we can ring you on, — N.B: suppliers who want to participate in one-t-one meeting must sent written input to the contracting authority within the registration deadline. The purpose of the one-t-one meetings is that the supplier will review and expand their written input. Please note, this is not a sales meeting. All communications takes place in Mercell Communication in this process will take place via the communications module in Mercell under this prior information notice. This concerns i.a. Registering for meetings, written input to one-t-one meetings and questions to the contracting authority.
