Digital sourcing solution for the placing of domiciliary care (greater detail in description of the procurement section). Essex County Council (ECC) intend to procure a digital solution to support the timely placement of adults that have been identified as having an eligible need and require a managed care service. The solution will provide ECC’s Brokerage Team with a digital tool to source more effectively with ECC's care market. ECC is reviewing its existing contract models in preparation for implementation February 2021. ECC's current sourcing processes are manual and require multiple emails/telephone calls to be made with the care market to identify capacity and secure care. Estimated timescales: 17th of March: circulate soft market testing document/questionnaire to obtain estimated costings end of July 2020: selection process via standard questionnaire/invitation to tender Mid-September 2020: award to successful bidder February 2021: ‘Go Live’ Phased implementation: Phase 1: February 2021: digital sourcing of new care packages for all contract types and specialisms Phase 2: Early 2022: digital maintenance of package changes to include: increases, decreases, continuations, restarts, suspensions, terminations, extra time and contingency requests Phase 3: Early 2023: roll out to other categories of care to include: extra care, residential care, day care, supported living and shared lives Mid 2023: Public facing feature to support adults with a direct payment and private funders to self-serve.
