Tender description

Emergency replacement of Neuro Interventional Radiology Room at CUH utilising Article 32(C) of the Directive 2014/24/EU. Cork University Hospital currently has a Siemens Artis dBA system which has reached the end of life and is irreparable. HBS Procurement was notified of this breakdown on 19 February 2020 and received confirmation from Siemens Healthcare that the system was not able to be repaired. The HSE reviewed available contracts and noted that Beaumont Hospital (the only other Neuro Centre in Ireland) had carried out a tender process reference number 4457 for this equipment recently. HBS Procurement reviewed its options and due to concerns for patient welfare and the extreme urgency of this requirement, decided to utilise Article 32(C) of the Directive 2014/24/EU ‘Direct Negotiation without Prior Publication’ and make direct contact with each of the potential tenderers from the current framework and discussed the situation. Tenderers confirmed that given the urgency of the situation, the HSE should proceed with ordering a Neuro Coiling Suite, utilising the Beaumont tender for benchmark purposes. Each of these companies was informed that the HSE would publish a VEAT Notice, on satisfactory conclusion for the CUH requirements. A meeting took place with Siemens Healthcare, to review the costs as submitted for Beaumont tender to meet the CUH clinical requirements. It emerged from this meeting that Siemens Healthcare would supply the equipment to CUH at the same capital and maintenance price as tendered to Beaumont Hospital. A subsequent meeting took place between Siemens Healthcare, HBS Estates and the CUH PEG to review installation and associated works costs. The final cost for the equipment plus installation costs was received by HBS Procurement on 6 March 2020.
