Tender description
Why the Work is Being Done DCMS' International Tech Hub Network includes Hubs in Kenya, Nigeria, South Africa, India, Indonesia, Brazil and Israel. To raise awareness of the mission and work of the Hubs and how these fit into the overarching Network, in a consistent way, a strong brand identity needs to be developed. For the Hubs' activites to reach, engage, and support, as wide an audience as possible, a central point of country-specific information is key. Websites, developed based upon an established brand identity, will enable the Hubs to successfully deliver their vision and strategy. Key dates: work to be delivered through two key milestones Problem to Be Solved Amongst target market there is a lack of understanding of the Hubs’ mission, support available, how the Hubs fit into the Network; and lack of recognition across programmes / between Hubs. Currently, Hubs deliver comms / collateral independently and rely on embassy social media / team personal networks to identify and engage with their in-country audience. The Network has a landing page aimed at a UK audience - Hub websites would: - raise awareness, brand presence - outline mission, objectives - signpost resources and support - promote activities of Tech Hub - showcase an evidence bank of impact of delivered events - embed other support tools in a seamless design Who Are the Users Users are in-country: Need to understand and access available support / training and networks so that (early-stage startup) business continues to grow / (tech-minded individual) I can build my digital tech skills or get started with a tech business idea. Need to plug into and collaborate with local networks so that I find potential future employees / business partners and (local company) reach a new audience for my services / (larger corporation) support positive impact Differentiation is key as as the market is already saturated. Central to achieving this: clear messaging, clean and recognisable design, making clear this is a UK government initiative (legitimacy) Early Market Engagement No formal market engagement although this requirements document has been put together in consultation with the Tech Hub Directors who are drawn from the local tech ecosystem and therefore have an excellent understanding of the needs and approach of their target users. As part of this tender we would expect the selected supplier to engage in user testing of the beta version of the websites, as part of early market engagement (with time factored in for this). Work Already Done Existing Team You will be working with DCMS civil servants from across various teams, all of whom are actively involved in Tech Hub delivery: Jo Lee Morrison (Head of the Tech Hub Network) Andrew Simpson (Head of Digital) Peter Deonarine (Head of IT) Frankie Johnson (Tech Hub Network Manager) Current Phase Not started Work Location Coordinated and delivered via the central team at DCMS (100 Parliament Street, London SW1A 2NP) in consultation with the Hub Teams (based in Lagos, Nairobi, Cape Town, Jakarta). Note that the India and Brazil Hubs do not yet have teams in place therefore DCMS will represent these. Working Arrangments For each delivery milestone (of which there are 2), an initial face-to-face meeting with the wider team to present the full outline of the design proposal and to troubleshoot any queries. Project to be delivered remotely, including weekly updates via phone call with the core DCMS team. Second face-to-face meeting with the wider team at the end of each delivery milestone to present work. Additional in-person meetings can be arranged as required. As this is a digital product, the selected supplier does not need to be physically present except to provide progress updates at key times. Security Clearance Not applicable, no access to sensitive/ classified data is required to deliver this project Additional T&Cs Websites must be fully compatible on all devices (mobile predominant in Hub countries) Translation required (Indonesia and Brazil) - template should allow visitors to select language for full page on arrival Website support and maintenance for six months following launch - during this time, supplier to deliver CMS training to nominated colleagues from each Hub (Hubs will generate, upload and manage future content on their respective sites) Detailed and clear website template to be provided to us including fonts, colours and design features (for future Tech Hub websites) Build must meet government security, design and accessibility requirements Skills & Experience You must have experience of developing brand identity for similar large-scale programmes or companies encompassing various semi-independent sub-groupings You must have experience building collections of websites for international clients, with a wide range of users, based on a single style template You must be able to provide relevant examples of previous work Nice to Haves Ideally you will have experience of working in some of the same countries the Hubs are based in Ideally you will have experience delivering at scale No. of Suppliers to Evaluate 5 Proposal Criteria Technical solution / functionality - Demonstrate that your proposal will meet the problems to be solved in full, including suggesting any further improvements - 10% Approach and methodology - Demonstrate that your proposal understands user need and Tech Hub mission, will be based on strong research, and follows a transparent decision-making process - 10% How the solution meets user needs - Demonstrate that your proposal will meet user need across all markets, meeting accessibility requirements, and offers an excellent user experience - 10% How the solution meets Tech Hub objectives - Demonstrate that your proposal understands and communicates Tech Hub narrative to support delivery of Tech Hub objectives - 10% Estimated timeframes - Demonstrate that your proposal will be delivered in full within the expected contract length, budget & breaking down delivery milestones - 10% Clean feel of design - Demonstrate that your proposal will clearly and concisely communicate the message and deliver functionality in an uncluttered and user friendly way - 10% Cultural Fit Criteria Work as one team with our organisation (DCMS) and Tech Hub teams in-country; demonstrate a working knowledge of Tech Hub objectives and purpose - 5% Show leadership in your design and problem-solving - 5% Be collaborative when making decisions - 5% Take responsibility for their work - 5% Payment Approach Capped time and materials Assessment Method Case study Presentation Evaluation Weighting Technical competence 60% Cultural fit 20% Price 20% Questions from Suppliers No questions have been answered yet Budget range £30,000 - £40,000 for the complete project, payment will be in arrears and on completion of each agreed deliverable to the satisfaction of dcms. pricing shall be a fixed price for delivering the full scope of work, including all fees, costs and expenses. all pricing shall be exclusive of vat. please note that a day rate must be provided for all key personnel delivering the services. day rates shall be fixed for the period of the contract, include expenses and shall provide a baseline for any contract variations or extensions.
