Tender description
This invitation to tender (ITT) aimed at selecting use cases to bring about success stories of the uptake of the Copernicus Climate Change Service (C3S) products to spin-up sustainable applications and businesses. Based on a market analysis, the contractor will develop and demonstrate an end-to-end application based on C3S products and the tools provided by the Climate Data Store (CDS) infrastructure. The objective of such contracts is to create downstream applications at the service of users based on C3S data and the associated infrastructure. This contract award notice lists the contractors for Round 4 of the ITT. The contractor for contract No ECMWF/COPERNICUS/2019/C3S_428h_IISD-EU will integrate CDS products into the Sustainable Asset Valuation (SAVi) assessment methodology: integrating CDS data in all SAVi models and testing this integration on four real time uses cases (or infrastructure projects). The contract aims to improving the analysis currently performed with SAVi, by demonstrating the importance and usability of climate data, generated through the CDS products, in deploying sustainable infrastructure projects to contribute to a climate-resilient, low-carbon economy. The contractor for contract No ECMWF/COPERNICUS/2019/C3S_428i_Predictia will offer the users of the service access to bias correction and downscaling tools to support the development of robust climate projection data. The service is underpinned by scientific best practice and will offer the user community a free service and access to data. The contractor for contract No ECMWF/COPERNICUS/2019/C3S_428j_TCDF will create two high-resolution data sets of daily CMIP5 climate projections downscaled on ERA5 (global) and ERA5-Land (Europe), which are all C3S products. These data sets will be sold for six essential climate variables over 4 300 cities and 100 countries worldwide through TCDF’s online service. The contractor for contract No ECMWF/COPERNICUS/2019/C3S_428k_VITO will develop an agro-climate service for climate risk assessment in African countries and — importantly — accompanied by a strategy to build capacity in the service’s operation and use, as well as a strategy to access International Climate Funds to support the long-term continued access to climate service operation. This will consist of two components: 1) a set of applications within the Climate Data Store (CDS) Toolbox to efficiently select, aggregate and extract historic and future climate data from the CDS; 2) a downstream component operating at country level, that offers statistical downscaling and added value by deriving suitable indicators and overlaying climate data with auxiliary information such as crop prevalence. The target audience of the proposed service consists of African National Meteorological Services (NMS), which are best placed, technically and mission-wise, to operate such services and relay the outcomes to relevant stakeholders in their countries, including Ministries of Agriculture. The contractor for contract No ECMWF/COPERNICUS/2019/C3S_428l_METEO-RO will develop and provide climate and environmental information tailored for touristic purposes, based on a set of parameters and indices, in an easy-to-use language/communication form, adapted for four different touristic destinations types (i.e. beach, mountain, rural, urban areas) and for each month, targeting the Romanian territory. The service will provide, through a dedicated web-based platform available in both Romanian and English languages, tailored climate and environmental information based on 12 categories of indices from which 9 indices are derived from 6 C3S products and the rest form other Copernicus data sources (Copernicus Atmosphere Monitoring Service, Copernicus Global Land Services, Copernicus Marine Monitoring Service, Copernicus Open Access Hub). The design of information to be provided thus enables an integrated approach and use of 4 Copernicus Services.
