Tender description
A holistic early intervention programme that uses restorative principles to address behaviours within a relationship that are abusive or have the potential to become abusive to prevent and reduce incidents of low-level domestic abuse. The Office of the Police and Crime Commissioner has developed, a bespoke early intervention domestic abuse programme for perpetrators and families, which has been introduced into the County now known as ‘Turning the Spotlight’. The community based programme is accessible to everyone and responds to challenges pertinent to Cumbria, such as rural inaccessibility. Further positive steps are the widening participation to proactively include all those with physical and learning disabilities, including access issues. In the event that a victim, perpetrator or child presents with a mental health issue or other significant factors, appropriate referrals will be made to relevant authorities/bodies to support them. Victims and Perpetrators can be either male or female and the programme will be available to all regardless of their gender or sexual orientation. The programme has now achieved stage one of the respect accreditation, a nationally recognised quality assurance scheme for organisations working with perpetrators of domestic abuse violence and abuse in the UK, with work currently being undertaken to achieve full accreditation. After consideration and due diligence we are proposing the current provider continues the development of this programme as we believe there is not an active market that can continue the programme without interruption or decline in service to the citizen and, due to grant funding, costs to the constabulary will decrease in the order of 30 %.
