Highway maintenance work

Tender description

Long-term highways maintenance and management subcontract. Following an EU regulated procurement process, BHL (formerly Amey Birmingham Highways Ltd) was awarded a 25-year PFI contract by BCC for the operation, rehabilitation and maintenance of its highway infrastructure. BHL entered into a subcontract with Amey LG Ltd (‘ALG’) to deliver the project. After a restructuring of the project, the subcontract with ALG will terminate on 31 March 2020. Following a further procurement process, BHL has appointed Kier Highways Ltd as interim subcontractor to provide the services between April 2020 and June 2021. A long-term subcontractor is required to carry out the services (following the expiry of the interim arrangements) between July 2021 and the expiry of the PFI contract (June 2035). The importance of the procurement of the long-term contractor for the ongoing delivery of the highway services means that BCC will be involved in this procurement and is named on this prior information notice. However, BHL will enter in to the long-term subcontract with the successful bidder. This is a private contract and BCC will not be a party to the long-term subcontract. BHL is working to promote early engagement with interested parties in order that it gains an understanding of market capacity prior to commencement of a formal procurement process for the long-term subcontract. The estimated total value of the proposed contract is GBP 900 000 000 (excluding VAT).
