The Health and Social Care Act 2012 sets out a local authority’s statutory responsibility for delivering and commissioning public health services for children and young people 0-19 years. Warrington Borough Council is intending to commence a procurement process in late May 2020 for the provision of public health services for children and young people 0-19 years. The Council may wish to consider the provision for young people aged 19-25, particularly vulnerable young people or those with special educational; needs and/or long-term conditions, transitioning to adult services. The service will be based on the Healthy Child Programme 0-19 guidance (which is nationally being reviewed and updated) and will require public health nurses clinical expertise to deliver the service. The aim of the service will be to ensure that all children, young people and families in Warrington receive the full service offer (Healthy Child Programme 0-19). This will include those who are resident or attending school in Warrington and arrangements for delivery of services for children and young people educated out of school. The service will ensure equitable access for all children and young people aged 0-19/25 years and their families, regardless of disability, gender reassignment, marriage and civil partnership, sex or sexual orientation and race – this includes ethnic or national origins, colour or nationality, religion, belief or lack of belief. This service offer will provide universal access and early identification of additional and/or complex needs, with timely access to family nurse partnership programme, health visiting, school nursing, oral health and the immunisation service for school aged children (commissioned by NHS England). These integrated services will support behaviour change, promote health protection and keep children safe contributing to improved local public health outcomes and reduced health inequalities for children, young people and families in Warrington. The 0-5 element of the Healthy Child Programme will be include the involvement of health visiting services and family nurse partnership nurses and the 5-19 element will be include school nursing services. The 0-19/25 public health service will use the health visiting and school nursing 4-5-6 service model of delivery to provide place-based services and working in partnership with education and other providers. These professional teams will provide the vast majority of Healthy Child Programme 0-19 services for Warrington. It is intended that the service will commence on 1 April 2021 for an initial period of 45 years with the potential for 2 further extensions of 1 year.
