Tender description

We are looking for an innovative provider(s) to deliver Worcestershire's Direct Payment and Employment Hub. The Hub is based on a strength/assets-based approach which is known locally as the ‘3 conversation model’. The delivery of the Hub will require a wide range of services and responsibilities to be provided. This includes: • general advice and information and support regarding Direct Payments and employment queries — on the phone, web chats and emails; • webpages/self-help tools including but not exclusively: template documents and guides, frequently asked questions, etc.; • Level 1 – up to 1 hour of advice and support; • Level 2 – 1 to 5 hours of advice and support; • Level 3 – between 5 and 10 hours of support; • responding to Worcestershire County Council staff queries; • specific support – the recruitment and selection of a staff (e.g. Personal Assistant (PA), self-employed staff (e.g. PA's) and advice on establishing micro enterprises and/or sourcing a care provider e.g. domiciliary care, supported living, day service, etc.; • peer support including group support and volunteers; • advertising of the Direct Payment and Employment Support Hub, managing the PA Finder Service and raising awareness of Direct Payments and how to use and manage them effectively as well as employment law (employee and employer) and costing care packages; • employer and employee training/courses as well as Direct Payment Awareness training for social workers — on line and in groups. The primary objective of the managed account service is to manage the Direct Payment. This involves receipt of the Direct Payment from the Council, receipt of the client contribution from the Direct Payment recipient and making payments relating to the Direct Payment recipients care package. We propose that all current managed accounts will be managed by the successful tenderer. The primary objective of the payroll service is to calculate employees’ salaries; deducting taxes, completing returns and sending them as well as payslips. We are looking for a provider to deliver a managed account service for Direct Payment Recipients and a payroll service, where this service(s) is required to support the Direct Payment recipient to meet their outcomes. Both the delivery of managed account and payroll services, involves working in partnership with Council staff and vice versa to ensure the successful management of the individuals Direct Payment and/or their managed account. The primary objective of the managed account service is to manage the Direct Payment. This involves receipt of the Direct Payment from the Council, receipt of the client contribution from the Direct Payment recipient and making payments relating to the Direct Payment recipients care package.
