Tender description

The care and support at home service covers the whole of Hampshire excluding the Isle of Wight and the cityboundaries of Portsmouth and Southampton. The County has been divided into 15 zones. The purpose for this call-off is seeking a new provider for Zone 8, Hart and Rushmoor. The Tier 1 care and support at home service is for the provision of packages of personal care and support to individuals in their own homes that is based on the principles of strength based practices and continuing enablement to maximise independence of service users throughout Hampshire. The Council wishes to work with providers to develop the service for the benefit of its service users, the Council and the providers themselves. This will be achieved through focused partnership arrangements, collaboration, co-production and on going dialogue throughout the life of the service with providers of care and support. In March 2018 a call-off was drawn from the Help to Live at Home Framework for the Tier 1 call-off contracts.These were to deliver domiciliary care across Hampshire excluding the Isle of Wight and the city boundaries of Portsmouth and Southampton. The Tier 1 call-off split the County into 15 zones. The successful tenderers received all the referrals for domiciliary care packages in their zone, and when they were not able to accept a package of care, they were referred to Tier 2. The purpose of this call-off is seeking a suitable new provider for the zone of Hart and Rushmoor. The service delivery model is made up of 2 elements: the 12-week post assessment period and long term care. In the 12-week post assessment period, the providers are expected to take a strength-based approach to delivering care to look to right size the package. The service specification includes a key performance indicator(KPI) for the percentage of packages that a Tier 1 provider will be expected to accept. The call-off is a mixture of pass/fail and quality questions as well as evaluating price. It was evaluated on the basis of the most economically advantageous tender with 35 % of the marks based on the providers hourly rate for the zone and the other 65 % based on their responses to quality questions. The contract has an initial term from 1 April 2020 through to 30 June 2025 and includes the option to extend by up to a further 2 years. The winning Tier 1 provider will receive all referrals first, any packages of care they do not accept will be referred to the Tier 2 providers in the Hart and Rushmoor zone. There are no guarantees of number of referrals being made or the number of packages the provider will accept. The total value of the procurement has been set at GBP 1 to GBP 27 180 000.00 on the basis it is unknown how many packages of care will be placed at Tier 1. The maximum value for all 15 Hampshire wide Tier 1 contracts(GBP 1 to 407 700 000 GBP) is based on the Council's annual spend on domiciliary care in 2017/18 multiplied by the life of the contract. Therefore the value for this individual contract is estimated at 1/15th of that total value.
