Tender description

NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of NHS England and NHS Improvement Midlands (referred to as the Commissioner) would like to inform you of an opportunity to provide personal dental services (PDS) within Oswestry, Shropshire. It is anticipated that the service will commence 1 April 2021. NHS England and NHS Improvement Midlands would like to invite potential bidders to a market engagement event taking place Thursday 19 March 2020 between 14.00-16.00 in the Oswestry area. Event details will only be sent to those who complete the questionnaire and confirm their attendance by the deadline. NHS England and NHS Improvement Midlands is looking for a supplier to provide general dental services to Oswestry, Shropshire under a Personal Dental Services (PDS) contract to adults and children in a primary care setting. The key aims and objectives are to: (a) improve access to a sustainable NHS dental service that meets the access requirements for local patient groups; (b) deliver oral health promotion and disease prevention activities to all patients; and (c) ensure that the service is delivered in line with the Personal Dental Services Agreements Regulations 2005 (as amended). Subject to sign off by NHSE Governance boards, if approved the contract will have a term of 7 years with the option to extend for a period or periods totalling up to no more than 3 years, taking the maximum available contract term to 10 years. The practice will be required to be open for the core minimum hours between 9.00 and 17.00 (including a provision to close for lunch) Monday to Friday, with additional hours to meet patient access expectations and to achieve the expected UDA delivery per financial year. The UDA rate will be set at the area average which is currently GBP 26.74. This will be subject to 20/21 DDRB (Doctors and Dentist Review Body) uplift prior to the service commencement date and thereafter subject to DDRB annual uplift each year thereafter for the life of the contract. This is in line with the current UDA average for Shropshire and Staffordshire. The Successful Provider must deliver UDAs 14 000 in year 1, rising incrementally to UDAs 19 000 in year 2 and UDAs 24 000 by the end of year 3 and every year thereafter for the remaining contract term. An infrastructure fund of up to GBP 100 000 will be available to cover premises and equipment set up costs only. A 6-month mobilisation period is envisaged with a projected service commencement date of 1 April 2021. The services must be operational on the expected service commencement date of 1 April 2021. The services may commence earlier if the successful provider can mobilise quicker and subject ultimately to the commissioners approval.
