Tender description

Essex Police, Fire and Crime Commissioner Fire and Rescue Authority (the Authority) is preparing to initiate a procurement process to award a contract for the provision and implementation of a replacement ESN ready/future proofed Computer Aided Despatch System (CAD) and integrated communication and control system (ICCS), which shall include the following: 1) provision of all hardware, including but not limited to workstation and server based hardware; 2) provision of the core command and control software; and 3) provision of maintenance and support services throughout the life of the contract. The Authority are seeking to view current ICCS and CAD systems available and ask for interest from the market to host the Authority to demonstrate how their solutions will meet our current and future requirements. The Authority would like to conduct market engagement prior to going out to tender to identity the optimum method of delivering the services and achieving key strategic objectives. The purpose of the market engagement will be to assist the Authority in producing an outcome based specification of requirements which will be used for any future tender exercise that may take place. Please confirm requests to participate by 14.00 on 20 March 2020.This is not a an invitation to tender and failure to participate will not exclude any providers from any future tender that may take place. It is anticipated that the contract will be awarded at the end of 2020/beginning of 2021 for an initial term of 5 years with the option to extend for a further 5 years, such extension to be in either 12 or 24 month blocks. The Authority is considering the use of the competitive procedure with negotiation for any resulting procurement exercise.
